A. Rutherford bad a narrow escape from being crashed to death in a runaway last night about 8 o'olock. At that hour Bho was driving from her home on Hcmochitto street to the storo of her brother on Main street between Pearl and Wall. The horse she was diiviug is a very gentle animal and is considered as a perfectly safe animal. But when the corner of Main and Pearl streets was reached, a gang of negro boys, who usually congregate at this corner ran out in the street yelling like a band of Oommanche Indians.

DEBTS OF A REVOLTED PRO V1NCE. This solution seems to mo oorect, and all tho more reasona bio in this case since the former posses sor of the separated" province of Cuba is so poor. and so incapable of meeting the province's debt that the holders of Cuban bond are assuredly mined if tbe emancipated proivnee or the conquer ing country shall repudiate the debt." M. Paul Leroy-Beaulieu in speaking of the mutter from a French stand point and the Frenobmen would be only too happy to have the, conquering power in this case nssume the indebtedness. The majority of the Cuban bonds are held in Fance. Spain as well as the bondholders of these bonds would like to have this country assume tbe payment of these bonds, but as the bonds were not issued for the benefit of Cuba or the people of the island, they ctnnot be called Cuban bonds or a pan of the Cuban indebtedness.

This was essentially a Spanish bond issue and Spain would gladly turn loose all interest in Cuba, Porto Rico and the PliilipineB if this government would graciously consent to guarantee their payment. From the very incipiency of this country's intervention, Spain has endeavored to manipulate affairs so that tho responsibility of the payment of these bonds should fall on Cuba or theVonqueriug power. If insteal of precipitating tbis war, Spain had videnood a disposition to accept, this country's demand for the evacuation of tbo island she would have been re leased from the payment of these bonds. As it is tho bonds cannot be construed asa Cuban debt and thero is no possible chanoe for Spain to shift her responsibility to tho shoulders of Cubu or the conquering tower. Washington, Aug. 9 More than 24 hours after it had begun to reach Wash iiiRton tho Spanish noto in answer to the president's peace condition was presented to the while boose by the French anibassder. Wrat the natm-e of the answer was can only be conjcotui-ed at this stafje, the secretary of state at the oonclusion of the conference making the formal statement that nothing whatever could be said on the subject. The conference lasted an hour and 25 minutes. This prolonged discussion wan believd to indicate that the Spanish answer was not satisfactory in all respects, though in what points it fell short in meeting the expectations of the president it is impossible to lay.

It was felt by the observers that had the answer been a complete acceptance of our terms the result would have been made public. On the other hand it would have been a strained inference to say that the answer was unsatisfactory, for in that case in acordance with the president's statement heretofore made his offer would have been definitely withdrawn and tho war re-snmed with greater energy than before. It wonld seem that there coold bp scarcely a good reason in this case for withholding the result of the conference. On the whole it is tathei to be oonclnded that a middle result.was obtained, that Spain was found to have attached certain conditions to her acceptance of the president's terms but that the latter was not disposed to re gurd the injection of the new matter as sufficient in il self to warrant an immediate termination of the negotiations. According to this view the president has taken eiception to some of the Spanish conditions but lias al-lowep a last opportunity for them to be withdrawn or be modified.

The Spanish reply is said to be divided into five points or heads, namely, Cuba, Porto Rico, Larh-one Islands, occupation of Manila and nppointmnt of a commission which are tieated in the order named. So far as could be learned no mention is made of the Co-ban debt. The retention of arms and ammunition by the Spanish trroops comes in for indirect reference under the head of Cuba, In the absentia of an official statement it is impossible to give the Spanish position on the several American conditions. But from the first information obtainable in treating each subject, Cuba, Porto Rico, Ladrones, Manila and peace commission, an accept-nce in some cases is understood to re late to conditions somewhat different to those laid duwn by the American gov. eminent.

As to Cuba, the Americans terms demand tho evacuation of the island without specifying the future form of government. The Spanish reply is said to accept the prinoiple that Spanish sovereignty over Caba wil terminate, but it is understood to take up the future government of the island and because of the extent of the Span ish interests thea'e, is said to take tbt view either express or implied that thi United States should administer the affairs of the island. As to the time of evacuating Cuba, this is a detail which the Spanish reply is said to regard as among many which can lie left to thi commission fur final dcterminaton. The American conditions as to Pork rwco, tae Liiia rones, etc are believer! to be accepted, but the topics are treated at some length, and it will require tho full text to show how far the language use3 may be construed as an acceptance. liie provisions as to the commission are asscntea ro.

J.ne commission is to consist of live commissioners on each side with Paris as the probable meeting place. The Spanish reply is said to develop somewhat the scope of commission, leaving to it not only the determination of the future of thePliil-ippinr but also the parties involved in the arrangement of a lusting peace. The outcome, of the conference is unknown but the best opinion obtainable is that tho matter is still open. There were jnst four parties to the conference, the president and secretary of state Dav, on the one side, and Catubon, the French ambassador and his first secretary of legation, M. Thi-banlt presenting tbe cause of Spain.

It wax noticable that neither Assistant Secretary Moore or Assistant Ado, both of whom are authorities on diplomatic phraseology and one or the other of whom has been called into conferenoo on previous occasions, wcro present. MERIDIAN'S FAIR. The subscription oommittoe of the East Mississippi and West Alabama FairAssociation is ready to begin work and tbe Herald confidently hopes to be able to announce shortly that Meridian will have a fair this fall The idea is to have a guarantee fund of $1500, and broke beyond the ocntrul of Rutherford. The subjeot of geography was taken up and'disoussed at oonsiderable length by President Bell and all the teachers present. While tbis disoussion was be fore the house, County Superintendent Henderson made some pertinent re marks on the Philipoines, Hawaii, Caba and Gern any. wbiob were most valu abh and instructive. Miss K. Smith then read an excellent paper oujtho sub ject of "Educational Progress and What Mississippi has Done for its Ad vanoement.

The history-of Mississippi and the United States was treated in an tx haustlve manner and every teacher present participated in the discussion whioh followed. Touching on snbjeot of civil govern ment Prof. Bell said this Important subject was neglected in a great many schools and not many children 15 or 16 years of age oonld not name their county officers.
