We learn by the arrival of rii officer of the army from Fort Butler, last evening, that a detachment of three companies of dragoons, under Capt. Lloyd J. Beall, left Fort Butler on a scout of seven days, and returned on the 21st. having captured 10 Indians. J. SELDEN Managers. BRILLIANT SCHEME. Louisiana. The Grand Jury of New Orleans iceommend the abolishment of imprisonment for debt, except in cases oljruiul; and express hope the Legislature will at once take up the sub ject.

They think it "at variance with reason an with the spirit of the age in which we live, that man should be shut up for misfortune, a (axon his creditors as well as morally dead to the community of which he forms a part but above all when he has others depending on him for sustenance, hi confinement cannot pay bis debts, and it disables him irom providing for others who in the end be come vicious, or a tax in some way or other on th community." They also express an opinion that the prcsen law relative to Duelling is inoperative, Irom th severe penalties imposed, and recommend the adoption of one more mild and consonant to public opinion. Were thepenalties mitigated to solitary confinement, and the deprivation of those rights men hold most denrj and, where the party ho means, to the payment of the debts and support of the relatives of the deceased, they think the law would be more often enforced. The Jury are ot opinion that Gambling is car ricd on to as great an extent as when countenanced by the laws, and think the public good would he consulted by putting it again under license, an under the strictest surveillance of the magistracy and of the police;" unless some mode can be adopted to purge the Slate of that foul Mot on its character." In my first communication. I am afraid she has entirely revers ed the policy.

1 know that she has leaned to those who wanted solely for speculative nurnoses: her discount book will show a respectable amount of worthless debts, while the really deiervmg sLind in a most irlorious minority. 'Tis not uncommon for the reckless, unprincipled speculator to be mis taken lor the honest needy, nor the b-auling politi cian.lor the necessilaled follower of commerce but suppose her desirous of meeting the wants of the country, how has she gone about it? She has counted notes at four months, and issued her own at twelve. Here was a niaster-nitce of finance ertainly! I can scarce suppose the board so wilfully ignorant as to imagine that the planter would brine cotton meet those notes: they will raise the value on their cotton besides, and let the notes The bank may sue; but they know that a note in suit is equal to an extension of two years, with the advantage of the uncertainty of the law; and I will wager, that ot the three millions loaned not as much will be collected at maturity as will pay the costs of me notary, jjut suppose tnem an pam wnen uue, was she so weak as to require additional strength from the people? was she to act "King Stork" and prey upon the community? was she created to fatten upon the almost overwhelming misfortunes ol the citizens f- It she did not intend this, why this issue? unless to make money by the gain of interest.

Many of our citizens would like such a chance; nut this was the monster, wno might not "be deaJ, but sleepeth" and should she rise and be hersell again," and get a lew hundred dollars of their notes, and make a run upon her, who can say the issue? beside, he is said to have a touch of "old Nick" about him, and the country might be ruined by the time he had paid his money: but that would never do Mr.

The severe cold and rainy weather for some days past, has infringed on theatrical and other entertainments this city, The thermometer ranging at about freezing point, or else the cold rain and mud process tluiving, is a little too moist for dryness and elasticity of spirits. Call and see specimen. Goodness. A good hearted dog broke his leg and was cured by a Boston apothecary. A few nights after he had sent the cured dog away the apothecary heard a scratching at hi, door 'and found the healed dog with another whose leg was broken. The dog had brought his particular friend t0 be as he was; so says the Boston Times.

This is what the editors of the old school would call "a remarkable coincidence." On Wednesday night we are in formed, not being present ourselves, that Misa Clifton had to do alinoat the entire business of the theatre (hat the only person from whom she received any aid, was the charming little Mrs.

Hunt, who is "always ready" in her part that Miss CliAon had to prompt every mother's son of the actors who" appeared in the play that even Howard was at fault. Ungallant souls, youdeserve, every one of you, by the rains of heaven, an overflowing house on the night of your respective benefits, for having thus treated the beautiful Binnca, nor should the mellow lustre, nor the brightness of her deep blue eye, beam pleasantly upon you. As the heavens have not smiled since Miss Clifton's arrival, may the attention of our citizens on this, her benefit, mantle her face with smiles of gratitude.

Benefit to Miss Ellen Trbe. On Saturday night last the St. Charlet gave a bumber of a benefit to Miss Ellen Tree in New Orleans. Booth appeared in the same theatre the early part of this week. Mr.

Booth made his first appearance in New Orleans on Tuesday last, in the character of Richard nr. Nnw York Theatricals. On Monday evening, Jan. 21st, there were less than a hundred persons in the Paik Theatre to witness the "Road to Ituin." Reason every body ruined before, as the play was that night. Sword Class.

We call attention to the notice of Major Dunn in our advertising columns. The Major needs no encomium from our pen. and give their names to Major Dunn they will find him a gen tleman whose acquaintance they will be pleased to make besides profiting by his instructions, Sionor Blitz is doing; rather a sorry business in the way of makingmoney, owing to the heavy rains and extreme cold. We regret it, as he is a good fellow and deserving of better weather and more extensive patronage. From the way in which the rain is now pouring down we think. the heavens must soon become exhausted, and then success to brighter days. Itomnn's inaugural was very brief, occupying only two-tliirds of a column of the Commercial Bulletiu. The Texian Congress adjourned on Thurs day evening, the 24th ult. In relation to their proceedings the Houston Telegraph says: "they have been characterized by a degree of levity and selfishness and folly unworthy of the country, and degrading to an enlightened body of freemen; but in the main, they have exhibited an ardent devotion to the public welfare, and have been unremit- their t0 forward those great schemes of public policy that have been proposed by the present and former administrations. The measures adopted for ths advancement of educa tion, for the elevation of the public morals lor the protection of our frontiers for the establishment a navy the organization of the army, and for the improvement of the finances, are all highly important to the country and creditable to its legis lature." The Smitsonian Leqacy. Secretary Foisyth, direction of the President of the United Slates, bus addressed letters to eminent men in our country soliciting the opinions as to the best mode of laying out the Smitluonian legacy to mlvance the views of the donor.

Among those addressed John Quincy Adams recommends that it should be devoted to the erection and maintenance of an as- 'rononncai ooservatory at Washington on Buch a i i a sca'e as ,0 elevate the American character for Science. President Wavland proposes that the Smithsonian institution should occupy the space midway between collegiate and professional life. President Cooper wishes it to bean University for the graduates of Colleges for teaching things, not words.
