The program usually lasts a year and requires participants to make restitution. After the players are dealt with by the legal system, UCF officials say they will conclude their own investigation of the cellular-phone case and decide what actions to take, "Discipline of the players by the school is a possibility," Athletic Director Steve Sloan said. Those players, who lied to a grand jury, later told federal prosecutors that McDowell had asked them to do so, Collazo said. "Mr. McDowell lied about the fact that he had told those players to get rid of the telephones. He lied to protect himself and his job. From my view, that's exactly what he was doing.

That was his motivation," Collazo said. "He caused them to commit felonies, putting their futures and their freedom at risk. And these kids would do anything he asked them to do, your honor, because of the role he played in their lives." The judge, a sports fan, said the case was more serious than portrayed by the media and complimented prosecutors for their handling of it. She told McDowell he could have faced more serious charges requiring prison time. With 15 of McDowell's friends, supporters and UCF boosters in the audience, Conway read a letter sent to her that she called "really troubling." She said its author was "head coach of the Florida State Seminole football team," never mentioning Bobby Bowden by name.

"Gene, we've tried to call but can't get your number. Give me a call at your convenience so I'll know how you are doing. How can I help? You didn't do any more than what a lot of us coaches would have done under the same circumstances," Conway read from the note. The judge said she hoped Bowden didn't know what he was talking about, "because if he does, that's a very serious question of what's going on in sports. We, as parents and coaches, have got to set good examples of sportsmanship for these kids." Bowden, whom McDowell worked for as an assistant coach at FSU before coming to UCF in 1985, was out of town and could not be reac hed for comment Thursday.

Conway noted McDowell's outstanding work in the past for UCF and said his good deeds outweighed his misconduct. So, she placed him on probation, which includes six months of home detention that allows him to continue his work at a Rockledge solar heating company. The judge, however, said the most important part of the sentence was 100 hours of community service. McDowell was ordered to talk to "parents and boosters and players about the importance and ethics of honesty, integrity in sports." Defense lawyer Chandler Muller had sought leniency for McDowell, saying the coach was forced to resign his job in January. He said the case probably would prevent McDowell from coaching again.

At the time of the locker-room raid, Muller said, McDowell was working long hours and had a. son suffering emotional problems. UCF Athletic Director Steve Sloan and Casselberry lawyer Gerald Rutberg appeared as character witnesses. Sloan said McDowell was a loyal, ethical man who did an outstanding job and ran "an honest program" without any NCAA infractions. Rutberg said McDowell acted as a father figure to many players and led the UCF football program from a "David into the world of Goliath," nearly beating national power Ne- braska last fall in only its second year of Divi- sion I-A play.

Rutberg twice hinted that had McDowell consulted him early in the phone case, the outcome could have been different. Privately, UCF boosters and friends of McDowell criticized the university for not hav- ing an attorney accompany the coach during his first visit with prosecutors. UCF General Counsel Mary Beth Liberto said she learned of the interview too late to intervene. i McDowell had faced up to a year in prison and a $20,000 fine, but prosecutors did not seek an enhanced sentence, and Conway im-! posed lenient conditions.
