Miami police and city officials say the simulator will help officers learn how to handle stress situations better, thus reducing the number of police shootings. The city of Miami contracted September and Associates East Inc. to build the simulator in the wake of last December's police shooting of a black man in the Overtown area. The shooting of 20-year-old Nevell Johnson by Officer Luis Alvarez sparked three days of racial disturbances in Overtown. Alvarez was indicted on a manslaughter charge and will go to trial this fall.

Three other Miami officers were' indicted last spring in the fatal shootings of three black suspects in unrelated cases. Two of the officers have been acquitted; the other has not yet been tried. Dade County Judge Leah Simms, a black who attended the simulation, agreed that the scenario presented was not lifelike.
