In mid-May, the report reveals, 38,800 persons were drawing unemployment compensation checks averaging $29,01 a week, but in June the number dropped 11 per cent to 34,646, and Ihe insured unemployment rate declined from 2.0 per cent to 1.7 per cent. Kitty-six per cent of the people picking up checks in mid- June were men, while the percentage of women covered rose from 42.8 per cent in May to 43.9 per cent in June.

Most of (he insured jobsoek- ers were under per cent, compared to C1.3 per cent in May; 21.1 per cent of the 34,646 were semiskilled workers; 25.8 per cent, unskilled; 16.3 per' cent in construction, and 29.2 per cent in manufacturing. Leslie Moore Krausc, Aubrey, and Daniel Slaughter, Roanoke. er set in, the semiskilled and unskilled workers showed the biggest drop in check collections, accounting for more than 70 per cent of the 11 per cent decline. Most of the persons covered (lie program managed lo find new jobs within a couple of months after they started receiving unemployment compensation: 21.4 per cent pulled out of the program within Uvo weeks; 13.9 per cent by four weeks, and 45.6. had new income anywhere from live lo 14 weeks later. Only 19 per cent in Texas were drawing jobless pay for 15 weeks or longer, compared to the national figure of 22.3 per cent.

In California, frequently considered the most liberal in Ihe slate's unemployment compensation programs, the over-15- week rate was only 20.7 per cent. Larger percentages of long time compensation pay drawers were registered by 28 stales and the District of Columbia--the largest of which was North Dakota's 51.G per cent. Thirty-five slates topped Texas' weekly check average of 529.61, and five others paid just a few cents less per average weekly check. The check averages in May ranged from alifornia's $44.09 to Puerto Rico's 517.11. Not only here, but all over the nation, the trend in unemployment compensation in May pointed downward.

Nationwide, 762,647 new claims were filed show a drop of 20 percent from the previous month, Texas topped this with a 53-per cent decrease reflected in Us new-claims total ol 23,547. During the same month, in this stale insurance-paying employers who participate in fi nancing, Ihe program, successfully appealed 873 claims for compensation: 322 claimants were disqualified because it was found that they voluntarily qui their jobs; 289 were declared ineligible because of "mlscon duct;" another 94 were reported as having "refused to fine suitable work;" 76 were des cribed as "not able and not available;" five were determined lo have been involved in labor disputes; and 87 were disqualified for other reasons. According lo John Post, assistant to Continental Oil Company's board who went lo Wash ington last week with Texas Employment Commission officials to talk to a congressional committee against 8282, to liberalize Hie unemployment compensation program, the pro posal would "prevent Ihe state from disqualifying any person for volunlary quilling of work without just cause, or for discharge for misconduct." Post admitted that "fraud, labor dispute, or conviction for a crime in connection with work' would still give the Employment Commission grounds lor disqualifying claimants. Although Ihe authorized unemployment benefit amount in Texas is $37 a week, Posl claimed the 529.61 average actually paid represents "benefit of 50 per cent or more of their take-home pay" for 55 per cenl of the claimants.
