-THE BROWNSVILLE HERALD-Sunday, April 28, 1974 Permit Is Granted For UHF Television Channel Here Toe Federal Communications Commission has granted a commercial television station t'or-struftion permit for UJIF Channel 23 to Pan American Broadcasting Corporation (if Brownsville, the first such operation in the lower Kio Grande Valley. The KCC is expected to call for the now sU'tion soon, "The broadcasting station, studios and giwral offices for Channel will be located in Hrmvnsville." said Charles Jlayuood, president. "We will construction within days and anticipate we will be in full operat.on within seven to nine months. We have had three studio sites under consideration during the 14 months we have worked on Channel 23's permit, and we expect a final site decision from our consulting broadcast engineers within a few weeks." Haywood said negotiations for affiliation a progressing with the Broadcasting Corporation, (ABC). "ABC has no full-time affiliation in the Valley and we will supply that service," said Haywood.

Message FOR THE Thinking Voter OF Cameron County The names of three candidates for the position of Cameron County Clerk will appear on the May 4 Democratic Primary ballot. Since I have i healthy respect for the ability of Cameron County voters to make good and independent judgements, I am confident that you will vote for the candidate who most likely will manage the of the County Clerk's office in an efficient, businesslike and even-handed way and provide all residents of Cameron County those departmental services they have every right to expect. In my judgement, I am the only candidate with the requisite judge- ment, common sense, emotional balance, breath of knowledge, administrative ability and insight to your needs to carry out the functions of this important office. Without any question, I am the only candidate with a firm resolve to do better than any of my predecessors. I am also the only candidate with a firm intention te critically analyze the functions of the office with a view to making it more modern and efficient.

Consider for a moment your alternatives to electing Joe G. Rivera your next County Clerk: One of my opponents is presently employed in the County Clerk's office. If elected he would, in all likelihood, be strongly inclined to "sit and steer" relying heavily upon precedent, the relatively narrow experience he has gained as a departmental functionary and whatever initiative his subordinates might trate. Although he has been endorsed by the former Country Clerk, it should be noted that he received this endorsement "second It was first bestowed on the interim County Clerk. If he is such an outstanding prospect, I wonder why he wasn't endorsed in the first place? And, speaking of endorsements, it occurs to me that anyone who votes dutifully for an endorsed candidate without carefully considering that candidate's merit, or lack thereof, surrenders his claim to voting independence. On one occasion, my second opponent publicly demonstrated his inability to maintain good control under stress. As a result, he was fired from the County Clerk's department. If elected he would probably come to the job with some intention of eliminating his real or imagined political enemies within the department. Although 1 share his view that the selection of our interim County Clerk was not strictly in keeping with the American tradition of fair play, considering her own candidacy, I cio not believe it provides this particular opponent an adequate platform for his campaign.

I am considerably more inclined to base my candidacy on a positive, forward-looking program as opposed to asking the voters to vote for me out of sympathy for past injustices. I have held myself out to the Voters of Cameron County as a capable, experienced administrator, with an established "track record" in the broad areas of business, community service and community betterment. I invite you to examine that record in a most discerning way because I went you to make the right judge- ment en May 4. Hopefully, Joe G. Rivera will be your choice for Cameron County Clerk.
