14 Daily Press, Newport News, Virginia, Monday, May 5, 19S0 istrict Divided On WASHIhJGTOhi (UPI) Most citizens of the nation's capital agree the city is ailing financially, but District of Columbia residents are divided on whether legal gambling would ease the pain. The gambling initiative on Tuesday's primary ballot which would allow a lottery, bipgo, raffles and betting on dog racing and jai alai has generated more controversy than the presidential primary. Washington's deficit is about $175 million this year, according to official figures, and a congressional committee recently proposed slashing a $63 million supplemental payment to the city to a mere $21 million. The self-governing city gets a large federal payment each year in lieu of taxes on federal property. Advocates see gambling as a partial solution to the District's money woes, but opponents -contend the cash taken in would not offset the deficit and some clergymen have campaigned against the plan on moral grounds.

Neighboring Maryland has a lottery, and its presence plays a large role in arguments by pro-grambling forces. Brant Coopersmith, chairman of the District of Columbia on Legalized Gam bling, said a local lottery would allow thousands of residents to stay home not only to buy lottery tickets, but also alcohol, since liquor retailers are often lottery outlets. "We have testimony from liquor people that say the District lost $4 million in alcohol taxes since the lottery opened in Maryland," he said. Under the proposal, an appointed commission would regulate gambling, with 60 percent of lottery revenue going to winnings, 10 percent to the regulatory board, and 30 percent to unfunded city projects and approved private non-profit groups. Anti-gambling forces claim the wording.
