C.B. Rowe Jr. and Mrs. Graham Blake of Bena, Mrs. Harry Ashe of Point, Mrs.

Francis Rowe of Hayes, Mrs. Warren Phillips of Hampton. one son. Bennie H. Belvin of Achilles, three sisters, Mrs.

Mary Mason of Gloucester, Mrs. Hobson Hogge and Mrs. Stanley Belvin of Achilles, nine grandchildren and five great-grandchildren. Funeral services will be conducted 2 p.m Thursday at Union Baptist Church by Rev. David Pouchot and Rev.

Olivia D. Rose, 79. of 15th Street, died Sunday in a Richmond hospital. A native and life-long resident of here, she is survived by two sons. Leon and Leonid Byrd, both of West Point.

Johnson TOANO -Mrs. Ruth Ardell Johnson, 69, of Chickahominy Road, died Monday in Williamsburg Community Hospital after a short illness. A life-long resident of James City County, she was a member of Chickahominy Baptist Church. Survivors include a son, George Richardson of Toano. A funeral will be conducted at 2 p.m.

Emmie Helen Moats. 87, of James River Convalescent Center, died Monday in Mary Immaculate Hospital after a short illness. A native of New Rochelle, N.Y.. she was a Peninsula resident for two years. She was an Army nurse during World War I and a member of the American Legion.

She retired from nursing in 1962 from a New Rochelle hospital. She was a member of Christ United Methodist Church in New Rochelle and of the Greenwich (Conn.) Nurses Asso. Survivors include a son. Lt. Col.

Guy HI. Moats (USAF-ret.) of Newport News; a sister, Miss Gertrude I. Berges of Newport News; three grandsons and two great-granddaughters. A graveside service will be conducted at 1 p.m. today in Parklawn Memorial Park by Chaplain Justin G.G.

Hobbs WILLIAMSBURG -Cmdr. Junius Page Hobbs of 124 Holly Road, died Monday at home. A graduate of the U.S. Naval Academy, he served in the Pacific during World War II. He retired in 1962 from Cheatham Annex.

He was a member of the Rotary Club, the Middle Plantation Club and the U.S. Naval Academy Alumni Association. He was a past president for local chapters of the Sons of the American Revolution and the Association for the Preservation of Virginia Antiquities. Survivors include his widow, Mrs. Rachel Hobbs; four sons, Charles M.

Hobbs of Virginia Beach, John K. Hobbs of Annapolis, Thomas P. Hobbs and James R. Hobbs, both of Richmond; a daughter, Mrs. Rachael W.

Crowder Charles D. Crowder 71, the father of Charles W. Crowder of Yorktown, died Tuesday in a Norfolk hospital. A native of Virgilina, the elder Crowder was a resident of Norfolk. He retired in 1970 as owner and operator of Crowder's Esso Station on Military Highway.

He is survived by two brothers, including Clement H. Crowder of Newport News. Other survivors include his widow, a daughter, a sister and two grandchildren. A funeral service with Masonic rites will be held at 11 a.m. Thursday in the Tidewater Drive Chapel of HollomonBrown Funeral Home.

Burial will be in Forest Lawn Cemetery, Norfolk. The family will receive friends at the funeral home from 7 to 8 tonight. Mrs. Sinclair GLOUCESTER Mrs. Nannie Steger Sinclair.

68, died Tuesday in Riverside Hospital. A native of Buckingham County, she was a former teacher in the county school system before taking a job with the Railroad. She was a member of Abingdon Episcopal Church, where she was a member of the Altar Guild and the Women of the Church. She was also a member of American Legion Auxiliary 75 and a past worthy matron of Mildred Warner Chapter 129 of the Eastern Star. Survivors include her husband, Jefferson K.

Sinclair; a son, J. Keith Sinclair Jr. of Fairfax; a sister, Mrs. Mary S. Webster of Buckingham County; two brothers, Charlie E.

George A. Daye, 65, the brother of Dr. L.T. Daye, pastor of Zion Baptist Church, died Tuesday in Hillsboro, N.C. He was a resident of Hillsboro.

Survivors include his widow, father, 12 children, sister and three other brothers. A funeral will be conducted at 2 p.m. Warren's Chapel Baptist Church, Prospect Hill, N.C., by the Rev. J.C. Brown.

W. Davis DELTAVILLE -Clarence W. Davis, 67, died Sunday in his home here after a short illness. A native of Deltaville, he was a veteran of World War II and a member of Clarksbury United Methodist Church. Survivors include his widow, Mrs.

Sarah V. Davis; a daughter, Mrs. Virginia Chadwell of Lafollia, a brother, Johnny R. Davis of Deltaville; and three grandchildren. A graveside service will be conducted at 2 p.m.

John Gsell John J. Gsell 53, of 643 Hapersville Road, died Tuesday in Hampton Veterans Hospital. A native of Norfolk, he was a longtime resident of the Peninsula. He was employed by Parkview Building Supply Co. and attended Wythe Presbyterian Church.

Survivors include his widow, Mrs. Helen C. Gsell; three daughters, Mrs. Mary Myers of Chesapeake, Mrs. Patricia A.

Finch of Newport News and Mrs. Janice K. Justice of Hampton; three sons, John J. Gsell Jr. and Paul C.

Gsell of Newport News and David B. Gsell of Tennessee; three brothers, William H. and George Gsell, both of Newport News, and Albert P. Gsell of St. Petersburg, Fla; his mother, Mrs.

Mattie Inez Shields, 88, of 635 Bellwood Road, died Monday in Patrick Henry Hospital. A native of Nottoway County, she was a Peninsula resident for 61 years. She was a member of Chestnut United Methodist Church. Survivors include three daughters, Mrs. W.C.

Goldman of Newport News, Mrs. T.M. Quinn of Parker, and Mrs. D.L. Swanson of Clearfield, Utah; two sons.

DaVault WILLIAMSBURG -Reed W. DaVault, 69, of 249 Tyler Brooks Drive, died Monday in Williamsburg Community Hospital after a brief illness. A Missouri native, he had been a Peninsula resident for 40 years. He was a retired farmer. Survivors include his widow.

Mrs. Melva G. Da Vault; two daughters, Mrs. Lois Reynolds of Lynchburg and Mrs. Katherine Miller of Williamsburg; a son, Robert C.

Kathryn M. Kipps of 926 Foley Drive died Monday in Williamsburg Community Hospital. A native of Zerbe, she was a Peninsula resident for 23 years. In September she retired as assistant manager of the Information Center for Colonial Williamsburg. Survivors include her husband.

Henry E. Kipps; a son, Michael R. Kipps of Williamsburg; a brother, Joseph Zernhelt of Fremont, her mother, Mrs. Esther D. Zernhelt, also of Fremont; and two granddaughters.

GSA Pushes Costly Phone Network, Critics Say It Favors Bell System WASHINGTON The General Services Administration, the central purchasing agent for the federal government, is trying to link the 240.000 telephones of 140 separate agencies into one huge new system, even though critics in Congress, in other agencies and in the procurement system itself say that the multimillion-dollar project is unnecessary and violates federal procurement rules. 202 If the unsolicited proposal by the Chesapeake and Potomac Telephone Co. is accepted, the latest technology will be used to connect virtually all civilian fedCeral agencies in the Washington area into one network larger that those of such cities as Colorado Springs or Flint, Mich.

The project, according to GSA officials, would trim $5 million a year in equipment and labor costs. 1 The federal agency, which orders and stores office supplies and equipment for the government, and the telephone company, member of the Bell System, refused to disclose the exact terms or the cost of the proposal, assertting a need to protect confidential business information. But an internal government memorandum obtained by The New York Times put the cost at $50 million a year for five years, and critics say the total cost could go as high as $300 million. Officials of the GSA want to put the through without competitive bidding. Congress, the Federal Communications Commission and the antitrust division of the Justice Department have all been pushing for more competition in the telephone industry. The head of the procurement agency, Rowland G. Freeman 3d, who endorsed the principle of competitive bidding at his confirmation hearing last summer, said that he expected to make a final decision on the package soon.

The decision could be reviewed by Congress and the White House. Frank J. Carr, commissioner of the national telecommunications service operated by the procurement agency, has strongly recommended acceptance of the plan and recently signed a "justification for non-competitive procurement." Carr, in an interview, expressed complete support for the new system, voiced confidence that it would ultimately be approved and asserted that, at present, no company outside the Bell System could meet the vast needs of the government. The agency's records show that the telephone company made a similar proposal in 1976 and that the agency rejected it a year later as being too costly. Still, in meetings with other agencies, GSA officials have been making a strong appeal for it, asserting that phone service provided by other companies would be "inherently less reliable" in a national emergency.
