Freeman said that before acting on the telephone company proposal he would consult a panel of senior GSA officials whom he recently appointed to advise him on major procurement decisions. Officials of the procurement agency estimate that Metrex would save the government $5 million a year in a phone bill that now exceeds $600 million a year nationally. But Terry Steichen, an official of the National Telecommunications and Information Administration, a Commerce Department agency that advises the president, said, "No economies of scale have been demonstrated." Steichen, an electronics engineer, WASHINGTON The General Ser-vices Administration, the central j' purchasing agent for the federal go-r. vernment, is trying to link the 240,000 i- telephones of 140 separate agencies into one huge new system, even though crit- ics.

in Congress, in other agencies and in I' the procurement system itself say that the multimillion-dollar project is unnec- and violates federal procure-ment rules. If the unsolicited proposal by the Chesapeake and Potomac Telephone Co. is accepted, the latest technology will be to connect virtually all civilian federal agencies in the Washington area "irito one network larger that those of such cities as Colorado Springs or Flint, Mich. The project, according to GSA officials, would trim $5 million a year in equipment and labor costs. "XThe federal agency, which orders 'and stores office supplies and equipment for the government, and the company, a member of the Bell "System, refused to disclose the exact terms or the cost of the proposal, assert-tjflg a need to protect confidential business information.

But an internal go-vernment memorandum obtained by the New York Times put the cost at $50 million a year for five years, and critics say the total cost could go as high as $300 million. MON 5:00 pm Thurs TUESDAY noon Frl 5:00 pm Fri posal did not meet the standards for non-competitive procurement. In a confidential memorandum to Freeman, he said that he was concerned about "the apparent violation of certain federal and GSA procurement regulations." Carr's own procurement director, A. Crone, opposed the proposal in a memorandum in which he said that he had found no evidence that federal agencies needed or wanted the "enhanced features" of Metrex. He also warned that there could be a substantial cost for training government employees to operate it. Instead of multi-extension phones with hold" buttons to enable a user to take several calls, Metrex would provide single-line, push-button phones with a variety of special features.

By pushing a sequence of buttons, for example, users could juggle two calls and program their phones to transfer calls automatically to another number in the system without the aid of an operator. Spn. Max Baucus, who held hearings on the proposal this year, said that it was "a classic example of a totally unwarranted, wasteful project." He particularly criticized the agency for considering awarding the contract "on a sole-source, non-competitive basis." Freeman and Carr said that Metrex was only an interim system, a transition stage to a still more modern network that would be purchased on a competi gress and the White House. Frank J. Carr, commissioner of the national telecommunications service operated by the procurement agency, has strongly recommended acceptance of the plan and recently signed a "justification for non-competitive procurement." Carr, in an interview, expressed complete support for the new system, voiced confidence that it would ultimately be approved and asserted that, at present, no company outside the Bell System could meet the vast needs of the government.

The agency's records show that the telephone company made a similar proposal in 1976 and that the agency rejected it a year later as being too costly. Still, in meetings with other agencies, GSA officials have been making a strong appeal for it, asserting that phone service provided by other companies would be "inherently less reliable" in a national emergency.
