Since only the most successful of these shows none containing more than a half-dozen initial episodes would be renewed for fall, the number of genuinely "new" series premiering in September would be further diminished.

It marked one more step in the networks' drive to reduce prime time to a simple formula. As it happens, they need not have worried. Only two of the more than a dozen programs to be given a spring tryout can safely be termed hits T.J. Hooker (a cop show with William Shatner) and Joanie Loves Chachi (a Happy Days spin-off), both from ABC. The fall season is sure to be as unstable and spontaneous as ever.

The reason for the failure of most of these series in the audience ratings is the same as usual: they were pitted against established hits whose viewers did not defect. But that does not explain the uncommonly strong response to two such dull, utterly conventional as-semblyline series as T.J. Hooker and Joanie Loves Chachi. The success of Joanie (which has been in the Nielsen top 10 since its debut three weeks ago) obviously is attributable to a carryover influence from Happy Days (its lead-in, performing well in the ratings again after a slump last season), but Hooker is simply a bad show. Ironically, it clicks at a time when the networks were about to write off the season's cycle of law-and-order shows as a collective ratings disaster.

It's true that most of the spring tryout series are terrible, and at least one of them, NBC's TYie Shape of Things (from Real People creator George Schlatter), may well be the worst television series of the last five years. Vet if one examines the age demographics for this country today, it is unthinkable that a show like Joanie Loves Chachi should so overwhelmingly outdraw its competition on otherwise top-rated CBS a clever if uneven adventure series, Q.E.D. Since Q.E.D. is targeted toward a more adult audience, it is difficult to imagine an adult viewer who doesn't like it flipping his dial to the juvenile Joanie Loves Chachi instead. And that's just it.

That audience is turning the set off altogether, or flipping to a pay TV channel. For the most part, network TV has lost the 25-to-40-year-oId viewer who grew up watching the shows of the late '60s the so-called "Vietnam tryouts .11 rv 1 1 ICelley "TELE VISION WRITER generation." What remains is the viewership for Love Boat on the top of the age bracket and sitcoms on the bottom. Shows like Hill Street Blues are exceptions, programs whose slow-building success results from word of mouth among young adults who ordinarily don't watch TV. All is not entirely lost, despite critics' predictions. The networks desperately want to expand that modest sliver now comprising the mid-range audience, and ABC is going after it in the most aggressive way.

ABC's premiere tonight of yet another madball, anarchic sitcom, No Soap, Radio (8 p.m., Chs. 10 and 12), is its most recent attempt to weave some unpredictability and satire into the standard parameters of situation comedy. The trouble with ABC is its tendency to cancel something the moment it appears the show might not build an audience. Police Squad! was yanked after only four of its six episodes had aired, because the show's ratings were disappointing. From an industry standpoint, if not from the entertainment value of the programs themselves, the current network season is not without interest.

Miami's NBC affiliate, WCKT-Ch. 7, announced late Tuesday that news co-anchor Donna Hanover would leave the station May 28. Hanover, 32, is moving to Washington, D.C., where she will marry Rudy Giuliani, 37, a federal Justice Department attorney, this summer. Hanover joined WCKT in August. 1980, as veteran anchor Wayne Farris' replacement on the 6 and 11 p.m.
