Proposed Rate Hike Angers North Virginiano FAIRFAX (AP)-Northern Virginians hvt been angered by the proposed Chesapeake It Potomac Telephone Co. message unit rate increase which was temporarily halted by the State Corporation Commission last week. State legislators, attorneys, businessmen, consumers and even the Pentagon have rallied against the increase, which they feel is unconstitutional. The SCC held up the increase pending further study. The opponents (eel the increase discriminates against northern Virginians since they will have to pay three-fourths of the II 9 million increase.

The telephone company planned to implement its new billing system by Oct. 26. It would charge message rate Mr-vice subscribers according to the length as well as the num ber of calls made. The charge would be seven cents for each five-minute unit. The company claims its plan has been mandatory in the state for years, but it has just installed the necessary equipment in northern Virginia.

Installation of equipment for the rest of the state should be completed by 1980. C1P says. Until then, northern Virginians will bear the brunt of the costs. State Sen. Clive L.

Other members of the group opposing the increase have suggested that the SCC be expanded to seven members, placing more emphasis on consumer representation. Later that day Richards learned that most of his neighbors didn't receive directors. Hoping to straighten out the matter, Richards called and said he would just distribute the extra copies to his neighbors. But said he couldn't do that and added that someone would come by his shop to pick them up. A few days later, 43 directories were picked up, leaving Richards with 20. But two days later a delivery man brought him 18 more books.

A spokesman for the office here said the extra books would be picked up.
