The loquacious boss of the Cordial Bar at 1699 Broadway near 54th Street hurriedly explained that he didn't mean he had an illegal weapon but that on nights of blackouts, blizzards and floods he fears a heist. Lacking enough he cut strips of cloth into oil in old-fashioned glasses and made his own light. But the night spots generally were open-handed and unsuspicious of other blackout sufferers.

And conscious of the value of candles. The manager at Gallagher's handed a box of candles to a cashier and said, "These are more important than the cash." Even a single pack of matches became important to some of us caught without. The Stage Delicatessen was lucky around midnight when a delivery truck mounted the sidewalk on Seventh Avenue, aiming its headlights into the store making everybody feel festive. The place was crowded. Candlelight dining suddenly became romantic and unavoidable at Quo Vadis, at Christo's and Monsignore II.

Mrs. Douglas McArthur and Francis Robinson of the Metropolitan Opera were at Quo Vadis, so were Lee Radziwill and Peter Tufo. Comedienne Nancy Walker, they believed, missed the blackout there. Her date was late and she left before the lights went out 7 WISH I'D SAID THAT: Don De Natale, at Rose-land, described a hammy actor, "He's so self-centered, he could tango alone." REMEMBERED QUOTE: "Money in the bank is like toothpaste in the tube easy to get out, hard to put back." EARL'S PEARLS: Bob Orben compared a dull, lengthy after-dinner speech to a cup of strong coffee; "It kept me up half the night." Seaman Jacobs writes: "I have a good line about procrastination. Will send it in sometime later." That's earl, brother.

FCC Hearing To Question Radio Ownership NORFOLK (AP) A license-renewal hearing by the Federal Communication Commission will be held Oct. 4 in Portsmouth to determine whether Bishop L. E. Willis Sr. is qualified to continue operating two Tidewater radio stations.

The FCC wants to know not only about the management of WOWI-FM and WPCE-AM but also about about Willis' involvement with radio station WBLU in Salem, Va. The hearing will center on six issues which the FCC says are the result of an eight-month investigation. One major issue concerns the alleged sales-related conduct of James Dulaney, former sales manager for the stations. inenamDerun l-nii M.wir. V.i.

The long-running show "Grease" had about half an hour to go. Stagehands and musicians held flashlights for the cast to finish. The audience appeared to be giving the cast a standing ovation. But the audience may have been groping its way out in the dark. Ned Sherrin, the humorous narrator of "Side by Side by Sondheim," had more than the usual fun.

"Please don't be concerned about this, ladies and gentlemen," he said. "It often happens in London, but it's usually due to lack of coal." THE MIDNIGHT EARL One of the highly touted new films is doing so poorly at the box office that it may be withdrawn from some theaters. David Janssen's recovering from knee surgery, with his wife Dani they reconciled at his side. Brecker Leeds will be named president of Roseland Dance City; her late father Lou Becker originated it. Another issue, "to determine. subject license's character," involves the alleged "broadcast (of) information concerning lotteries" and the alleged use of "false, misleading or deceptive advertising" involving items such as a "prosperity package," and a "prayer cloth." The FCC also wants to determine whether Willis "assumed control of WBLU in violation of FCC regulations." When the commission approved their licenses for the local stations in December 1974, the two stations became the area's first black-owned and controlled radio stations. One had been a country music station and the other had been a progressive rock station.

WOWI-FM is a soul music station and WPCE-AM recently switched from soul music to all gospel music. Willis, pastor of Garden of Prayer Church of God in Christ and former chairman of the national board of bishops of his denomination, was unavailable for comment on the FCC hearing. However, he said in earlier published reports that he was "confident that the FCC will conclude that the stations have always been operated in the public interest." Nine Per Cent Argue Over Bathroom BONN Thirteen per cent of the West German population quarrels with family members at least once a week in the living room, usually over television programs, and nine per cent argue that often over use of the bathroom, a research institute reports.
