Shannon said the SCC was "very pleased that Amtrak has recognized the need for this service in Virginia." Amtrak, he said, has announced a bus connection to Petersburg for residents of Norfolk and Suffolk. And Shannon said he will continue negotiation with Amtrak for a train to operate from the Tidewater cities to connect with the Hilltopper at Petersburg. But he stressed that, now it will be available, there's a need for the public to use the service. "It is more important than ever that we use surface transportation, particularly rail transportation, in these days of energy shortage," he said.

An SCC spokesman said the commission "was instrumental in establishment of the new service through discussions with Amtrak officials." The SCC on March 16 protested by letter to Transportation Secretary the abolishment of Amtrak's Mountaineer, when it first became known that such plans were afoot. The Hilltopper, as the new train will te called, will begin operating June 1 and will pass through Richmond and Roanoke. It replaces the Mountaineer, which will make its last run on May 31. The Mountaineer, a two-year experimental route, ran from Norfolk, to Cincinnati.

Amtrak said it was contracting for bus service to connect the new train to the Virginia tidewater area, linking with the train at Petersburg, Va. Amtrak said the new route will connect at Catlettsburg with service westward to Cincinnati and Chicago and in Washington to Baltimore, Philadelphia, New York and other northeastern points. There also will be connections in Petersburg to points in the Carolinas and Georgia, Amtrak said. The Hilltopper is to operate daily in each direction with stops in Virginia at Alexandria, Quantico, Fredericksburg, Richmond, Petersburg, Nottoway County, Farmville, Lynchburg, Bedford, Roanoke, Christianburg and Narrows. Intermediate points served in West Virginia will be Bluefield, Welch and Williamson.

Amtrak said operation of the Hilltopper is contingent upon successful completion of labor negotiations to permit Norfolk and Western operating crews to move the train between Crewe, and Richmond over tracks of the and Seaboard Coast Line railroads.
