The path to Merlo wound through the Customs Service attache in Uruguay, the Argentine federal police and the U.S. Consulate in Argentina. Once Merlo's address was located, Norton began sending letters to her daughter. But the address was incomplete, and the letters came back. Customs officials then took up the search.

"We persuaded the U.S. Consul General in Argentina to hand-deliver the letter," Brown said. Contact with Merlo was made last month, said stepfather Ken Norton. "On April 3, she called us, and we weren't home. So she left a message on our answering machine," he said.

Merlo smiled broadly as she answered questions about the first conversation with her mother. "I was nervous the first time we talked on the phone. I kept saying, 'hello, hello, for like a half an hour," she recalled. "And now I'm just happy to talk to her finally. And I'm so happy I have two very nice and fine brothers." She also has grandparents, four aunts, three uncles and a multitude of cousins all eager to meet her and ask lots of questions.

The extended family greeted Merlo with balloons, flowers, teddy bears and banners as she stepped off the plane. Uncle Victor Colon summed up the family's sentiments. "It's been a rough ordeal, but we're just so happy she was taken care of, at least physically." Merlo, her uncle proudly said, is studying to be a teacher. While her daughter grew up in Argentina, Norton went on with her life in Jacksonville. Norton has since remarried and has two more children, Joshua, 15, and David, 11.

She said she and Armando Merlo had no marital problems, and she is baffled to this day over his actions. "I never gave up hope of finding her," Norton said. "You go on with your life." But the pain of losing her daughter never went away. "After all these years of agony that my sister went through, now we have this," said Sonia Colon, Norton's sister. "I can't even describe what I'm feeling." The Nortons plan to stay with relatives in Miami until Mother's Day, then return to Jacksonville.
