While the candidates were debating in Orlando, Republican leaders in Tallahassee were trying to decide whether sanctions should be levied for the ads they fear could threaten party unity and hurt the GOP's chances against Gov.

Lawton Chiles. Chairman Tom Slade is expected to announce a decision today. The flap began last week when Bush unveiled his ad attacking Cabinet members Gallagher, the state's insurance commissioner, and Smith for voting with Chiles in support of higher taxes. In an unusual move, Smith and Gallagher joined forces and struck back with a TV ad attacking Bush for taking a $4 million loan from a failed Broward County savings and loan and making "a fortune with a partner who is now an international felon." The candidates called each other liars, Bush threatened to sue any TV station that aired the ad and then complained to GOP officials in Tallahassee. Wednesday both were downplaying the flap.

"Gallagher's my buddy; to show how much I love him I wore the exact same tie he's wearing," Bush said of Gallagher, who was also sporting a red tie patterned with Republican elephants. "The only person who is going to benefit from all this is Lawton Chiles," Bush said.
