James Polito, president of Fraternal Order of Police Lodge No. 1, flew to New York City today for a week-long police and firemen arbitration seminar. "I am going as a representative of the local FOP, because we want to concern ourselves with professionalism, and keep away from the knockdown, drag-out battles over wages and benefits that occur," Polito said.

"I hope to be able to get ideas there for arbitration of police and lire, wage disputes," he said. Polito said there is a bill before the state legislature requiring compulsory arbitration in collective bargaining involving policemen and firemen. "The FOP definitely favors this bill," he said. "There are similar laws in other states, and they work successfully for all parties involved. "My hope is that compulsory arbitration will keep wage dis-1 putes from becoming political as they have in the past," Polito said.

He said that about 94 per cent of the members of the Tucson Police Department is represented by FOP No. 1. John J. Harrington, national president of FOP, and Dr. Ross Atwood, research and education director of the AFL-CIO's International Association of Fire- fighters, will speak at the session, Polito said.

(UPI) An 18-year-old youth has been charged with first degree murder in the case of a woman killed when a bowling ball dropped from a freeway overpass smashed through a windshield of her car. A warrant charging Michael Edwin Wildfong was issued by Bay County Prosecutor Eugene Penzien. He said several witnesses told him Wildfong deliberately dropped the bowling ball from the overpass on Interstate 75, just south of here, early Saturday. Penzien would not divulge the names of the witnesses, saying their part in the incident still was under investigation. Mrs.

Marion Goetsch, 49, was killed when the bowling ball smashed through the windshield of the car in which she was riding and struck her in the chest. Her 21-year-old son managed to control the car. Richardson Quits As KTKT Manager Philip D. Richardson has resigned as general manager of Radio Station KTKT because of a disagreement over certain stock options he says the company owes him. Richardson, a Tucsonian and civic leader here since I960, also a former vice president of the Leland Bisbee Broadcasting which owns both KTKT and the Phoenix station KRUX. Richardson said the disagreement arose this week when former Tucsonian Howard Kalmenson, now of Los Angeles, applied to the Federal Communications Commission for permission to buy both KTKT and KRUX. Leland Bisbee, president of the broadcasting company, said lie hated to see Richardson leave the station "as he has done a wonderful job in the field of public service." However, he declined to comment "on any alleged stock options Mr.

Richardson might own." Richardson said he is writing FCC Chairman Dean Burch about the sale action. Burch is a former Tucsonian. "I am bringing the matter of my stock option before the FCC because I believe I should be a party before the proposed sale of the two radio stations," Richardson said. "I felt that if I brought the matter of the stock option and some (other) allegations as an employe of the company, it might be construed as blackmail," he added. "However, I am not willing to pass on second hand allegations to the Commission until I am sure they are true." Richardson declined to say what the allegations consisted of.

Richardson said Kalmenson was a one-time partner in the old KMOP radio station here. The station now has the call letters of KHYT. Kalmenson also is a partner in radio stations in Oxnard, Reno and Las Vegas Richardson, a native of Carter- Philip D. Richardson ville, began his radio career in 1949. He was general manager of a station in Illinois and sales manager of KRUX from 1957 through 1960.

While in Tucson, Richardson has served on the United Community Campaign board, the Chamber of Commerce, Awareness House, Junior Achievement Board, the Development Authority for Tucson's Expansion and several other organizations. He said he had no immediate plans for the future. School Site Drainage Bid OK Tucson District 1's board has approved a bid for drain- ige work at the Fruchthendler Elementary School site. The bid represents a savings of $50,000 over first estimates. The school site was embroiled controversy for several months because of drainage roblems.

The original estimate of diverting water from the site vas 5107,000. District engineering director John Tsaguris worked out a new rian whereby the roads around ie school would be reworked to eliminate the need for expensive channel work around the school. Some drainage work is included in the building contract bid will be opened March 9. Tsaguris said the savings represents the actual bid difference plus revision in channelization work. in Pool, Bowling Tax Review Set PHOENIX (UPI) The State Supreme Court will review an appellate court decision upholding collection of a $10 tax on each pool table and bowling lane in Maricopa County.
