Birmingham elects block Roswell (N.M.) Dally Record Wednesday, October 31,1979 BIRMINGHAM, Ala. (UP1) Spurred by an unprecedented black voter turnout, the soft-spoken son of a sharecropper defeated a white opponent to become the first black mayor of Birmingham, a city once synonymous with racism. In an unofficial vote tally, Richard Arrington, a two-term city councilman, won Tuesday by almost 2,000 votes over attorney Frank Parsons, who was making his first bid for public office in an election dominated by the racial issue. Arrington, 45, won the election on the strength of a black voter turnout of 71 percent and a boost from white voters, who turned out 66 percent strong to cast their ballots. He is the South's third big-city black mayor.

Arrington said President Carter called and told him it was a great day for Birmingham and the nation after the city's history of racial turmoil in the 1960s. "It feels great, it just feels great, 11 Arrington told a room packed with cheering supporters. "This is a historic occasion for our city because the majority of the voters of this city has tapped one of the sons of color," said Arrington. "I'm also proud of the voters of this city because they rejected any campaign based on fears and any campaign based on smears. I'll be a mayor for all of the people of this city." Parsons said he was not officially conceding the race until the returns were made official.

He said if Tuesday night's totals were certified today, "I'll be the first to congratulate Dr. Arrington." Arrington, who received a call from Sen. Edward M. Kennedy, earlier in the week, will take office Nov. 13.

Reactions from the city considered a bastion of segregation tittle more than a decade ago and torn agata by racial strife last summer were not all pleasant. "Well, my reaction is that this is a gloomy dark period in Birmingham," said Donald Fulghum, a white man who placed an advertisement in a city newspaper saying a black mayor would contribute to a rising crime rate. "I think we need drop the flags at half staff and fly them for 3o days. It's gloomy because Richard Arrington was elected and he is a first class racist." "The blacks are stealing and murdering, and Arrington hasn't done anything about it," he said. Arrington, who holds a doctorate and is president of the Alabama Center for Higher Education, a consortium of black schools, becomes the third black mayor of a big Southern city, joining the ranks of Atlanta and New Orleans.

With all 75 boxes reporting, Arrington garnered 44,798 votes in an unofficial final vote count, or 51.1 percent. Parsons had 42,814 votes, or 48.9 percent. "I believe that the decision of the voters of this city says more about how far Birmingham has gone than all the p.r. (public relations) we can do and all the things we can say," said Arrington. About 45 percent of the city's 129,000 registered voters are black, although blacks make up just over half the World at Large city's 300,000 residents.

Officials estimated 68 percent of Birmingham's registered voters turned out to cast ballots. Arrington, son of a west Alabama sharecropper, polled 44 percent of the vote in a seven-candidate, nonpartisan election Oct. 9. Parsons was a distant second with about percent, splitting the white vote with two other candidates, including the incumbent mayor, David Vann. Vann, considered a champion of civil rights when elected in 1975, was ousted primarily due to a volatile racial issue that left black voters dissatisfied with him.

The mayor's handling of the police shooting of a young black woman sparked demonstrations by blacks and the outrage of black leaders, who urged Arrington to run. Arrington, ironically, helped put Vann in office in 1975. "It's a real refreshing thing for the south and for the nation," said Johnny Ford, the black mayor of Tuskegee, a city of 11,000 about 100 miles southeast of Birmingham. "Truly we sec the south rising again. The south is coming a long way, and it ain't where it should be, but Lord have mercy because it has come along way from the way it used to be." Parsons, 38, had trouble with the race issue for weeks.

Kim Kae-won, also a former KCIA director, was uninjured in the bloody massacre, and investigators apparently want to know why. The military said "many" other people were undergoing round-the- clock questioning and sources placed the number of suspects under arrest between 30 and 50, vitually all of them senior members of the KCIA. American embassy attacked WASHINGTON (UPI) Secretary of State Cyrus Vance said today some factors have changed in the Soviet military presence in Cuba in the last month, and the changes "are not unpleasant." But Vance, speaking at a State Department news conference, did not elaborate and he cautioned reporters not to leap to conclusions.

The United States is continuing its intensive surveillance of the island, he noted. At the same time, Vance confirmed there has been construction on a second naval pier at Cienfuegos, on the southern side of Cuba, as well as some new, large buildings. Vance said "some factors have changed" in the month since King holiday bill awaits WASHINGTON (UPI) The bill to make Martin Luther King jr. 1 birthday a national holiday will have lo wait a week or two before the House acts on it. just before the measure was to be considered Tuesday, the bill's sponsors withdrew it from the calendar because they were not sure they had the votes to pass it.

Under special procedures, approval requires a two-thirds majority. "This bill is too important to take a chance," said Rep. John Conyers, D- Mich. With only five days notice that the bill would be brought up, Conyers said, sponsors simply did not have enough time to canvas all 435 House members. "It's still alive and well, and will be brought up again within two weeks, he said.

The legislation would establish oan. 15 the birthday of the slain civil rights leader as a legal public holiday, effective two years after the bill becomes law. The new holiday would cost an estimated $27 million a year in additional overtime pay for federal workers. One of the opponents of the King birthday bill, Rep. Robert Michel, suggested today that instead of creating a new holiday, that 'Robert F.

Kennedy Stadium in Washington be renamed Martin Luther King Stadium. "A holiday passes and is gone, said Michel, but the stadium would be a 36S4day-a-year reminder. President Carter reported to the nation on the Cuban Soviet military brigade in Cuba, but he'said he did want to reveal intelligence information in a news conference. Asked if he could characterize the changes "pleasant or unpleasant," he answered, "They are not unpleasant." He said the construction at Cienfuegos "bears no indication of the storage of nuclear materials." Such storage facilities would presumably be in contravention of a 1970 U.S.-Soviet understanding which bars the stationing of Soviet nuclear submarines in Cuba. "We are following closely what is happening in Cuba and trying to keep it in proportion We will protect the countries in this hemisphere," he said.

Sen. Richard Stone, the first to draw public attention to the presence of Soviet combat troops in Cuba, met with Vance Tuesday to discuss the new construction. Afterward, he described it as being "of major proportions" and said, "It is clear that they are building a major submarine base." Cienfuegos a word meaning "100 fires" is on a bay on Cuba's southern side. It has long been used as a naval base and the Soviets have had a pier there for some years. Pentagon sources said two 1950s- vintage subs are stationed at Cienfuegos.

One, a Whiskey-class sub, apparently is unable to dive and is used for training Cuban crews. The other, a Foxtrot-class sub manned by a Soviet crew, is a diesel- powered attack vessel equipped with conventional torpedoes but no nuclear missiles. Pentagon sources said the second pier has been under construction for several months. No administration source is able to explain the purpose of the large, newly constructed sheds, but an official said the Pentagon is certain the buildings are not submarine sheds. Stone said the size of the piers and the large buildings are indications the Soviets intend to use the base for other purposes.

He said, "We should take the opportunity to clarify our understandings and agreements on Cuba with the Soviet Union." Vance said Monday the construction does not appear to violate any understanding between the Soviet Union and the United States. A Vance spokesman said the matter of the new naval construction has not been raised directly wfth the Soviets. SAN SALVADOR, El Salvador (UPI) Two U.S. Marines guarding the American embassy were wounded in an attack on the compound Tuesday night by hundreds of leftists. In other attacks, leftists killed a farmer and a couple in the El Salvador countryside.

In still another attack today, gunmen sprayed the Guatemalan embassy with machine gun fire, but caused minor damage. No group claimed responsibility, but the attackers were believed to be leftists. Witnesses said 200 armed leftists from the Feb. 28 Popular Leagues marched from San Salvador's university to the center of the capital Tuesday and some fired pistol rounds as they passed the embassy and lobbed two Molotov cocktails over its wall. Police guards at the Guatemalan embassy said they did not return the gunmen's fire and the attackers quickly fled the scene.

No injuries were reported. Carter makes choice WASHINGTON (UPI) Shirley Hufstedler, 54, a federal judge for the last decade and regularly mentioned as a potential Supreme Court candidate, has been picked by President Carter to head the new Department of Education. The appointment Tuesday came as a surprise to some oh Capitol Hill, but a sampling of opinion indicated she will encounter little opposition when her nomination comes up for confirmation. Chairman Harrison Williams, D- N.o., of the Senate Labor and Human Resources Committee, which will consider it, said he was "delighted" with the choice. Kissinger may tell all WASHINGTON (UPI) -Thepublic may share in details of Henry Kissinger's diplomatic exploits while he was national security adviser and secretary of state unless he can persuade the Supreme Court otherwise.

Historians and journalists are seeking more than 32,000 pages of notes of Kissinger's telephone discussions and today in oral arguments are were asking the high court give them access to the documents. They want the court to overturn a federal appeals court ruling that withheld transcripts made when Kissinger was head of Richard Nixon's National Security Council, while permitting publication of similar notes from his years as secretary of state. Kissinger's lawyers were to argue the appeals court erred when it ruled typewritten notes of phone conversations could be published because they are government property. The flamboyant diplomat maintained the unedited transcripts were not "agency records" but simply work aids used by his assistants to prepare his appointments schedule. The notes were kept separately in his personal files and their disclosure would violate his privacy, Kissinger contended.

Flu immunization will receive federal funds ATLANTA (UPI) With a possible three-virus flu season approaching, including a return of Russian influenza, federal health officials have funded a immunization effort to protect people in high risk groups. The flu battle may start as early as late November, said Dr. David Brandlin-Bennett, an influenza expert at the national Center for Disease Control. The money will be used to provide free flu shots to people with chronic illnesses and those over 65. The CDC estimates there are about 44 million Americans in these two categories, many of whom will not be the modest federal free vaccination program.

Brandlin-Bennett said the $5.8 million will provide 2.6 million doses of vaccine. This, coupled with 1.4 million doses left over from a similar program last winter, will give doctors and cliics across the country 4 million doses to administer to high risk individuals. The vaccine will give protection against the or A-Brazil flu virus, the A-Texas strain and B-Hong Kong. Brandlin-Bennett said the CDC, which will administer the project, has approved the immunization programs of 43 states, two territories and six cites.
