FORT LAUDERDALE SUrWENTINa FORT LAUDERDALE If you're a season ticket-holder and need further evidence that baseball's movers and shakers are contemplating such major changes as realignment, inter-league play, expanded playoffs and the abolition of the designated hitter, check your mailbox. The commissioner's office has sent out surveys, one obtained by the Fort Lauderdale Sun-Sentinel, to randomly chosen season ticket-holders asking for opinions on all of the above topics. The survey was requested by baseball's scheduling committee, which is chaired by John Harrington of the Red Sox.

"Major League. Baseball is currently going through some exciting times," the cover letter said. "In the years ahead, there may be some innovations that will create greater interest in the game." The first section of questions deals with playoff options. First, it asks the respondent to give an opinion on the current system and then on two options. "Plan as it is called in the survey, would have the top two teams in each division a total of eight out of 28 teams qualify for the playoffs.

It's not clear how the first round would work: whether the first- and second-place finishers in a division play each other or if the top team in the NL West plays the second-place team in the NLEast The playoff would then proceed with a league championship series and the World Series, the same as in the current setup. More radical is "Plan which would divide each league into three divisions, for a total of six divisions. The three division winners in each league, plus a wild-card team in each league, would qualify for the playoffs, for a total of eight In each league, the division winner with the best record would play the wild-card team, and the two other division winners would meet. The first-round winners would then meet in the league championship, Mowed by the World Series. The section on inter-league play also offers three options.

Option 10 inter-league games, which would consist of a team playing two games with each of five teams from the other league. Option 28 inter-league games, consisting of two games against all 14 teams in the other league. Option Playing more than 10 but fewer than 28 inter-league games. It also asks what to do with the DH rule, whether it should be abolished altogether, used in inter-league games or kept just in the American League. The third section, on geographic realignment, asks to what degree you favor the idea, and whether you favor a shift within a league only or also shifting between two leagues.
