A state board of education to oversee all levels of education in nois has been recommended by the governor's commission on schools. In a 61-page report released today, the Committee on School Governance of the Governor's Commission on Schools called for a 17 member state board divided into two councils one for elementary and secondary education and another for higher education. The board would take over the authority now shared by the superintendent of public instruction, the Board of Higher Education and the Board and Division of Vocational and Technical Education. Under the 1970 Illinois Con stitution, the General Assembly must create a state board of education by 1975 to replace the office of superintendent of public instruction. "It is clear that a comprehensive state board would better serve the whole educational community, both by articulating the real resource needs and educational priorities of the state and by insuring that these decisions would be made in the first instance by those whose expertise and concern was exclusively educational," the re port said.

at her home. She was born March 5, 1886, in Knox County. She married James A. Milroy, who died in February 1940. She was educated in rural schools and attended Oneida High School.

(UPI)-Fire of unknown origin early today extensively damaged a building housing offices and a storage area of the Shell Oil Co. south of here. Benton and West Frankfort fire departments fought the blaze for about three hours in freezing rain, shuttling tank trucks back and forth to town to refill them with water. The Christopher Fire Department was on standby at Benton. A Benton Fire Department spokesman said oil drilling and pumping equipment was stored in a portion of the building.
