To Reduce Congestion WASHINGTON III The gov-eminent adopted a new rule Monday that will limit the number of airplane takeoffs and landings at five of the nation's most congested airports The rule is effective next April 27 It applies to John Kennedy La Guardia and Newark airports in the New York City area to National Airport at Washington DC and Airport at Chicago Issued by the Department of Federal Aviation Administration the rule grew out of the massive air traffic ticups of last summer But the FAA said in a statement it recognizes that the ultimate solutiiRi is to increase the capacity of the American airways system The agency said the Department of Transportation again will propose federal legislation to provide for the needed capacity and for a means of sharing the costs among users Similar legislation was proposed in the last Congress but was not adopted The rule issued Monday had been proposed by the FAA Sept 4 and was debated at public hearings Sept 25-26 and Oct 3 Some airlines and civic leaders contended at the hearings that the proposed limits would seriously cut into profits and business At Kennedy Airport which has had up to 128 takeoffs and landings in an hour the new limit will be 80 La Guardia Newark and Washington National will be limited to 60 Chicago's O'Hare will be limited to 135 The rule provides that the FAA through a reservation si tem it is to operate can raise the limits when conditions permit The FAA explained that the limits are designed to eliminate congestion when it occurs most often-during bad weather The limits are set slightly above the bad-weather limit and slightly below the normal good-weather capacity Washington National Airport will be free from the limitation on extra planes for air shuttles in the Eastern urban
