County Attor-ney Harry Stewart said reported what they believed was a body or unconscious person about 1 a.m. July 14 in a yard along Baron Road. By the time deputies got there, "there seemed to be a crime scene" but no body, said Bartholome, who declined to elaborate.

The suspected victim is William Robert Mullins, 43, who mostly lived out of his car and did odd jobs in the Bithlo area. Mullins' car, but no Mullins, was later found in the area. Somebody found Mullins' wallet Orange County sheriffs investigators want to know who dropped a wallet into a mail slot at the Union Park post office on East State Road 50 July 14 or 15. It belongs to a missing man they suspect has been murdered. Investigators aren't sure because they have no body.

But nobody has seen the wallet's owner for more than a week either. "I think there's foul play involved," Sheriffs Cpl. Ron Barth-olome said Monday. Bartholome said several persons postal worker mailed it to Mullins' last known address, where the landlady gave it to a friend who called the sheriffs department July 16. Bartholome said investigators want to know where the unknown person found the wallet.

Those with knowledge about the wallet or the person who found it are asked to call Bartholome at (407) 657-2500 or Crimeline at (407) 423-TIPS. CHARLIE JEAN Carter Board looks for more year-round schools government projects involving their community. Those projects include proposed roads, low-income housing and the Florida Citrus Bowl expansion. Attorneys Johnie McLeod and Gabe Kaimowitz, who filed the suit, say that according to 1980 census figures, the county had 69,668 blacks, or 14.3 percent of its 485,986 population. But despite that, blacks have not had a black commissioner in its history dating back to 1870.

The attorneys demand that the county be forced to draw up a new representation plan before elections are allowed to resume. Because the county executive would be elected countywide and have the powers of a big-city mayor, it would further dilute black voting in other districts, none of which has a black majority, McLeod said. "A seventh voting district would make it possible to have a black on the county commission" from a Four black civic leaders filed a class-action suit Monday against the Orange County Commission and Supervisor of Elections Betty Carter, asking a federal judge to strike down the proposed county chairman position and instead create a seventh commission slot to represent a black district. The suit, filed in U.S. District Court in Orlando, seeks a preliminary injunction from Judge G.

Kendall Sharp to stop the county chairman and other commission primaries and elections, starting Sept. 4. Cornell Williams, James Jackson, Wardell Sims and James Mitchell, who are current or former members of the Orange County Political Coalition or Committee of Organized Groups, charge that blacks have not had a strong enough voice in several the suit, in essence, asks the court to change the county's form of government. Stewart said McLeod and Kaimowitz will have to prove discrimination has prevented black candidates from being elected countywide, despite the fact black judges and school board members were elected that way. Stewart said he was unaware of any black candidates seeking a commission seat in the last several years.

He noted that some of the same issues raised by the attorneys were thrown out of state court earlier this year. Republican County Commissioner Tom Dorman, State Rep. Tom Drage, R-Maitland, and County Commissioner Linda Cha-pin, a Democrat, are running for county chairman. Body found in canal is identified and crew of the television show Divorce Court. Investigators are not sure when he disappeared, sheriffs spokesman Jim Solomons said.

Under the new schedule, students will go to school for 12 weeks and then have a three-week break.

At Aloma in Winter Park and Palm Lake in northwest Orange County, about 20 percent of the students will be out of school at any one time. The rotating schedules let the district house more students without adding classrooms. At Tangelo Park, in southwest Orange County, students will be on the same schedule and get tutoring and enrichment classes during breaks. Tangelo was picked for the pilot program because it consistently ranks below the district average in academics. Although a lawsuit to stop year- round schools is in Orange Circuit Court, the school board has invited other principals to volunteer their schools for the schedule and may expand the program to middle schools.

Only Orange and Marion counties have year-round schools but several Central Florida school districts are exploring the idea. Easing crowding is touted as one of the primary benefits of year-round school, and Palm Lake Principal Carolyn Cappleman said Monday was the first time her 3-year-old school has opened at capacity. The year-round calendar and the fall opening of nearby Windy Ridge Elementary cut the number of students at Palm Lake to about 600 at any one time. Last year there were 1,100 on opening day. At Aloma there were about 450 students compared with 700 last year.

"We had a better opening this year than we normally have in August," said Principal Mary Alice Hodges. "We have almost 100 percent in attendance, which is extremely high for a first day." But while many of the students seemed ready for school in July, parents were more apprehensive. Brenda Maxwell, who was holding her video camera in one hand and her daughter Mariaha, 5, in the other, was trying to capture her daughter's first walk toward Palm Lake Elementary. Maxwell is giving year-round school a try but isn't convinced jof its merits. "I haven't decided yet." Palm Lake parent Bonnie Jones, who recently moved to Orlando from Atlanta, agreed.

She said she is glad the earlier schedule will give her daughter and son a chance to make new friends sooner. But, she said, she is going to reserve judgment on year-round education: "I am going to let them go to school for a while and see how they like it." Garth Crider had his mind made up. He said he moved to the Aloma district so his 5-year-old daughter could be part of year-round schools. "The schedule is more flexible and academically it's better for the kids," Crider said. "Also, we're from the North.

While at the Dept. of Education he was responsible for developing many educational leadership programs, including the leaders of classroom teachers tn Monongalia County and he was recently selected as Educator of the Year by the Phi Delta Kappa in Florida He was honored by the students of Seminole County, where an academic competrtion award was placed in his name.
