The Orlando Sentinel, Tuesday, February 19, 1991 vo VOLUSIA Transportation workers protest potential layoffs in state jobs TALLAHASSEE Department of Transportation employees worried about their jobs in a "right-sized" state government rallied Monday in front of the House Office Building to protest potential layoffs. Under the current budget proposals, 3,428 state employees would lose their jobs to help cover a projected $1.4 billion revenue shortage in the next fiscal year. About 540 DOT jobs have been targeted to save $17.7 million from the agency's budget, leaving those employees worried and seeking ways to avoid layoffs. "I was given my 25-year pin Wednesday morning and I was hauled into the office Wednesday afternoon and told my position had been cut," said rightof -way engineer James Beane. Beane was among the approximately 170 employees who rallied Monday and heard Al Lawson, D-Tallahassee, and Hurley Rudd, D-Tallahassee, promise to fight for the jobs of state employees.

Both are members of the House appropriations committee. The representatives said they were worried about the impact the layoffs could have on the Tallahassee economy and the way state government operates. "We're here today to send a message to the governor that there are two big men in Tallahassee who are going to stand up for the workers," Lawson said. A "clearinghouse" of representatives from the Legislature, the governor's budget office and the union will meet to review the budget proposals, which are due Feb. 28.

Rudd questioned the wisdom of cutting DOT employees when the agency is on an expansive roadbuilding program. "It's an agency of state government that shouldn't be touched," Rudd said of DOT. "We have gotten it back on its feet financially and now what do we do? We cut the legs out from under the table." Mark Neimeiser, political director of the American Federation of State, County and Municipal Employees, criticized DOT Secretary Ben Watts for the budget plan that eliminated jobs without eliminating more outside consultants. Mr. Franz was the grandson of the late Ludwig Franz, and son of the late Frank L. Franz, who were well known pioneers of the lumber industry in South Bay, Florida. Mr. Franz was well known as a cabinet and furniture craftsman, a former literature evangelist for the Georgia Cumberland Conference and an ordained Elder of the Seventh-Day-Adventist Church.
