Kennedy, the new U.S. ambassador to the North Atlantic Treaty Organization (NATO) said today that drastic American troop cuts in Europe are "unthinkable." Such cuts up to 170,000 of the 300,000 U.S. servicemen stationed in Europe have been advocated by Sen.

George S. McGovern. But Kennedy, in an interview with United Press International, said that "this would be very badly taken by our European allies and very widely appreciated by the Russians. "I don't think a few troops either way would make a great deal of difference, but we must keep strong in this period as we move into the (European security) conference with Russia. Very large changes would be unthinkable and would have a very serious effect on the alliance.

We cannot permit it to happen. "The time to move downward is when we get some sort of agreement." Kennedy predicted exploratory talks on mutual East-West troop cuts would begin later this year and must move forward "PARALLEL" with the security conference. "The two must be separated," he said, "but you can't have one without the other." Kennedy, 66, arrived March 21, but has spent most of his time visiting America's allies in Europe. He is often referred to as "super-ambassador" a former treasury secretary who is the only U.S. ambassador abroad in this century to remain a member of the President's Cabinet.

United Press International GATWICK, England Last minute cancellation of a charter flight to Los Angeles last night stranded 180 passengers at Gatwick Airport. The flight, which was to be operated by British Caledonian Airways, had been arranged at short notice after the collapse of Lloyd Aviation holdings, which operated the charter firm Lloyd International Airways. "This is terrifying," said Mrs.

Rita Clarke, who was returning to Los Angeles after a holiday in London. "I've no idea when I will get home, if ever. I haven't much money left." There were angry scenes in the airport lounge when a rep resentative of the. charter brokers arrived to explain what had happened. The Civil Aviation Authority refused British Caledonian a license to operate the flight because it was not satisfied the passengers were bona-fide members of the chartering clubs.

"We were asked by Lloyd's to try to operate the flight, which was booked through Siyer Travel in Los Angeles on behalf of the British Dominion Club and the International Social Club," a British Caledonian Airways spokesman said. Saturday a similar flight by Caledonian on behalf of Lloyds was canceled and 200 passengers stranded. con-cept (kon'sept) n. that which is conceived in the mind as a result of conscious thinking or creative imagination Webster. tel-e-phone (tel'a-fon) n.
