HAIR: Black. EYES: Dark Brown. By KAREN GOLDBERG Staff Writer WEST PALM BEACH Police officers have seen the future and it looks like a high-tech Etch-A-Sketch tablet. About three weeks ago, West Palm Beach police began using pen-based Gridpad computers to write accident reports. The department is the first in the country to use the three-year-old computer system.

So far the officers like what they see. "The Gridpad can store hundreds of reports," said Officer Louis Berry. "It can take radio calls, which cuts down radio traffic by 50 percent. Ultimately, it will cut the officers' accident reporting time by 30 percent." The computer is about the size of a notebook and weighs about five pounds no more than the heavy clipboards and paper officers currently carry. The software, manufactured by Fort Lauderdale-based UCS is customized for West Palm Beach, so all the officer has to do is press the computerized pen to a chart listing street names and types of vehicles.

He can write specifics of the accident on the screen. The computer recognizes handwriting and turns it into computer print on the spot. The officers also can give out citations from a small printer in the patrol car. The computers also have the capability to store copies of state statutes in their memories. At the end of the shift, the officer downloads the daily log into the department's mainframe computer a step that reduces paperwork for the department's two full-time data-entry employees.

The computer not only does it automatically, it can be done via radio while the officer is still on the road. West Palm Beach already is looking at upgrading the system, Berry said. They are going to test Palmpads, which are Gridpads with a 623-inch screen and an elastic strap to keep it on the wrist. Berry says these are ideal for motorcycle officers. In about nine months, the department will be testing the software for reports on all types of crimes, Berry said.

The detectives also can use the software at the station while hooked up to a traditional keyboard-style computer. But technology is not cheap. The department currently has 10 computers and accompanying software that cost $4,000 each, Berry said. There are plans to order about 50 units, so every officer in the 230-member depart- Staff photoMICHAEL MALONE IDENTIFYING MARKS: Jennifer has pierced ears. market to fire-rescue departments. As the first to use the computers, West Palm Beach police have become expert test-marketers among their peers. When another department shows interest in the system, it calls Berry. Berry said he has been contacted by the U.S. Department of Indian Affairs, Metro-Dade police and the Michigan state police.

The Mobile, Police Department will be the next to use the Gridpads, Nelson said. Local departments that have shown interest are Boca Raton, Fort Lauderdale, Riviera Beach and Wilton Manors. Wilton Manors Administrative Sgt. Richard Dugan visited West Palm Beach on Thursday to see how the computers worked. "It looks like a step in the right direction," Dugan said.

Bob Nelson, vice president of UCS says the system will save police departments "incredible" amounts of money because it will shorten the time spent on paperwork and the money spent on paper. Nelson also thinks computerized reports have a great future in the public-safety field. UCS Inc.
