There are between one and five marked and unmarked patrol cars in the area. For every person stopped, deputies fill out "field contact cards," which list name, address, phone number, age, race, driver's license and Social Security numbers and employment. About 70 percent of the 140 photos are of white people who don't live in the area, Sailor en said. A few people have balked at being photographed, Sailor said, but they cooperated after they were told they could be arrested and held for 72 hours while deputies determine whether they have any connection to narcotics activity.

Police can detain a person if they have probable cause, a reasonable suspicion that a crime has been committed or will be committed. Sailor said deputies are acting on probable cause because of the area's reputation as a spot to buy and sell drugs. However, Michelle Ivy, executive director of the American Civil Liberties Union, said police cannot throw a probable cause "blanket" over everyone just because an area is known for its drug trade. "There needs to be probable cause on an individual basis," said Ivy, from the ACLU's Miami headquarters. "That's simply against the Constitution.

It's Sheriff Bobby Fornes was out of town Wednesday and could not be reached for comment. Maj. Lee Watko said the department did not seek legal advice before the project, but he said he is certain no one's rights are being violated. He estimated that fewer than 5 percent of the people who live in the mostly black neighborhood are involved in drug dealing, but the small group is making life miserable for everyone else. Enforcement actions have shown that problem stems mostly from people coming into the area to buy drugs.

For years, Crawford Street was known as "the bottom" because the street dead ends at River Road, providing a safe enclosure for the drug trade. Streetlevel peddling has been so prevalent, motorists traveling in the area often are besieged by sellers. Fornes met with about 100 residents in December and many complained of seeing people gathered to sell drugs in front of their homes. Many Crawford Street residents seem pleased by the attention, Sailor said. One of them, Russell Bowles, said around-the-clock patrols have chased away the people who gathered on street corners.

Sailor said two men I have been arrested on felony charges after a computer check showed they were wanted on out-of-state warrants. He said 13 others have been issued traffic citations for various traffic infractions, such as having no driver's license and having improper equipment on their cars. "We're not just there to haul everybody we can to jail," Sailor said. "We've got to clean up our own problem, and the street-corner seller is the one who bothers me." TUCSON, Ariz. Retired Air Force LT. GEN. HEWITT WHEELESS, 72, who was highly decorated as a World War Il bomber pilot and went to become assistant vice chief of the Air Force, died Sunday. RICHARD MORFORD, 83, executive director of the National Council of American-Soviet Friendship from 1946 to 1980, died of pneumonia Sunday. Morford, a Presbyterian, served three months in jail in the mid-1940s for contempt of Congress after he refused to submit the council's membership and financial records to the House Committee on Un-American Activities.
