"I don't see it as being worthwhile for the counties and the MTA to get into a dog fight," he said.

If the MTA sought money and gained DOT approval, funds could be committed up to five years in advance, said Ron Pscion, the department's transportation coordinator in Tallahassee. Two Central Florida counties are trying to take advantage of the program for the upcoming budget year. Orange County has asked the DOT for $438,000 to help pay for an engineering design of Old Winter Garden Road, John Young Parkway and Golden-rod Road. Volusia County is seeking $609,000 to extend Clyde Morris Boulevard 5.3 miles through the Ormond Beach and Daytona Beach areas. Seminole County isn't applying for the money this year because "we don't have any projects we feel are qualified," Sellers said.

Next year, however, Sellers expects to have a number of projects far enough along in the planning process to seek state money. He mentioned the widening of Lake Emma Road, County Road 427 and Sanford Avenue as possibilities. Perhaps the biggest factor in the lackluster response is the thrust of the program getting local governments and agencies to improve roads for which the state is responsible. When the Legislature approved the program last year, some local officials grumbled that it was an attempt to get them to do the state's work. Counties are having a hard enough time keeping up with their own roads, officials point out.

"We don't have the 80 percent spend on state roads. We need it for county roads," said Seminole County Public Works Director Larry Perhaps the most logical benefactor of the program, the Metropolitan Transportation Authority, also has decided to pass up the funds for this year.
