France. A BANKER ARRESTED. Paris, April 4. Simon Philpart, the famous speculator, was arrested here yesterday upon representations made by the Belgian public prosecutor. The charge against him is that he falsified accounts at his bank.

The prosecutor was instructed by the government and demands that Philpart be handed over to the Belgian authorities to be dealt with according to the laws of that state. covery about April 26. of the regiment of Indiana volunteers. On the 20th of March, 1862, he was promoted lieutenant colonel of the 53d Indiana, and on the 11th of August, 1363, to brigidier general of volunteers. He participated in the siege of Corinth, the siege and capture of Vicksburg and the siege of Jackson, Mississippi, and up to the 8th of January, 1S04, commanded the third brigade of the fourth division of the seventeenth army corps.

He was brevetted major-general for distinguished gallantry, and after January, 1864, commanded the fourth division seventeenth army corps until July of the same year, when he was severely wounded in the action before Atlanta. He was mustered out of service April 30, 1866, and as soon his health and strength were fully restored he entered into partnership with Judye Butler of New Albany, Indiana, and resumed the practice of law in that citv. During the war General Gresham's personal relations with General Grant was very friendly and cordial, and when the latter became President for the first time in 1869, he appointed Mr. Gresham distinct judge for ihe district of Indiana. This position he still holds.
