5 5 DAILY WORLD Opelousas, Thursday, May 14, 1981 Cut Spending, Then Taxes BATON ROUGE, La. (UPI) Louisiana wage earners can expect no tax cuts until state spending is trimmed, Gov. Dave Treen has warned. The governor said Wednesday he wants to trim the cost of state government by making operations more efficient and use those savings to finance tax reductions. He denied that the strategy would delay tax cuts until the 1983 reelection campaign.

"Absolutely not," Treen said. "Why would I have done it (cut taxes) my first year?" The governor cut personal income taxes by $100 million last year, but said Wednesday that state revenues could not justify further reductions. "I want you (private businessmen) to examine every aspect of state government and tell us where efficiencies can be instituted," Treen said. "When we have done that, then a tax cut can follow. "I would hope we could do so before (1983) as a result of efficiency efforts." White Flight Feared With Plan SHREVEPORT, La.

(UPI) A desegregation plan and consent decree aimed at racially balancing Caddo Parish public schools will actually chase many students to private academies, a school board member warns. "Parts of the new desegregation plan are very good," board member Steve Jordan said Wednesday. "But some will not work and will result in the loss of students to private schools." U.S. District Judge Tom Stagg last week approved the plan which closed four schools three elementary and one junior high and redefined district lines for some 30 schools. The plan also called for some busing to achieve racial balance.

All four of the schools closed were predominantly black. Jordon, in a motion filed Tuesday, asked that any national legislation passed against forced busing be applied to Caddo Parish and that federal funds be provided to implement the plan. First Woman On Board SHREVEPORT, La. (UPI) Shareholders of the Arkansas Louisiana Gas Co. selected their first woman board member Tuesday and reelected Sheffield Nelson as chairman, president and chief executive officer.

Myra Jones of Little Rock became the first woman ever elected to the Arkla board. She currently serves on the Little Rock city directors board and is a member of the finance administration steering committee of the National League Cities. Arkla's directors declared a quarterly cash dividend of 35 cents per share on common stock and cents per share on preferred stock, payable June 15 to stockholders of record on May 22. Mercenaries Plead Innocent NEW ORLEANS Ten mercenaries accused of preparing to overthrow the government of a tiny Caribbean nation have appeared before a federal magistrate and pleaded innocent to seven federal charges. About 40 federal agents arrested the heavily armed group April 27 on a remote stretch of Louisiana coastline just as they were preparing to launch an invasion against Dominica, the smallest independent nation in the Western Hemisphere.

Nine mercenaries were arraigned Wednesday and pleaded innocent to one count of conspiring to invade the island of Dominica, one count of planning and preparing for the military action and five counts of firearms violations. Pope Trusted God Nathan Abshire, Accordionist Dies BASILE French accordion player Nathan Abshire died suddenly Wednesday at Savoie Memorial Hospital. Funeral services will be held at 10 a.m. Friday in St.

Augustine's Catholic Church in Basile, with burial in the church cemetery. Abshire was one of the best-known Cajun accordion players in the country and did much to keep Cajun tradition and music alive, said Floyd Soileau, owner of Floyd's Record Shop in Ville Platte and Soileau Records, which recorded some of Abshire's albums. Abshire was born in Gueydan in 1913 and began his at a dance in Mermenatau Cove, Soileau said. career at the age of el eight, playing a $3.50 accordion In the early 1930's, he recorded his first album in Orleans Happy Fats and the Rainbow Ramblers. After serving in World War II, he returned to continue his music career, recording with a record company out of Lake Charles.

He became a regular performer at the Avalon Club in Basile and eventually moved there. Abshire is best known for his recording of Pine Grove Blues, also known as Oh Ma Negresse, Soileau. The director of the folk art section of the Smithsonian Institute invited Abshire to perform at the Washington D.C. folk festival for several years. Abshire also toured Europe with Reven Reed and a Mamou Cajun band.

He had accepted an invitation to appear at the world-famous accordion festival held annually in Brussels, Belgium at the time of his death. Abshire had just returned from the New Orleans Heritage Fair at the time of his death. Survivors include his Boudreaux of Basile; one brother, Gilbert "Boone" two sisters, Mrs. Roy Sulphur and Mrs. Preston Orange, Tex.

BATON ROUGE, La. (UPI) A Louisiana a bishop was so shocked at lax security surrounding Pope John Paul II two years ago that he warned the pontiff of possible attacks. "He said, 'My life is in God's hand199 Bishop Joseph Sullivan said Wednesday. Sullivan, Archbishop Philip Hannan and Catholic lay figures across Louisiana prayed in special masses Wednesday for the recovery of the pope, who was shot in an assassination attempt in Rome. Sullivan said he discussed security with the John Paul II during the visit to the Vatican two years ago.

"I did bring (security) up," he said. "I was observing what appeared to be a total lack of security. I just couldn't believe he was traveling as freely as he was and mixing as freely as he was," Sullivan said. "It seemed to me he was a target for a madman. I thought he was in danger and I though I should tell him, so I did." Gov.
