KANSAS CITY, Nov. 13--(AP)-Hoy L. Shepherd, a deputy constable, was shot to death here last night in attempting to stop a fight between two men in the Jeffersonian Democratic Club. Mike Katz, 29, a city pool hall inspector, was wounded dangerously, witnesses said Samuel Bachman, 26, operator of a taxicab stand, shot both men. He was arrested.

Casmir j. Welch, justice of the peace, and head of the club, said he tried to wrest a revolver from Bachman when he saw him fighting with Katz. He said Shepherd rushed in ahead of him and was shot in the mouth. Bachman told police that he was operating a gambling game when Katz visited his place yesterday and demanded a "cut." He said he refused and later in the day received a telephone call from the pool hal! inspector to meet him at the club Police said Katz had been arrested four times for investigation and once for gambling, and that Bachman had been arrested 11 times and had served short sentences on robbery and assault charges.
