PUICTStS M3CTtt THIS BAAM E- D. IHGERSOLL i r- 7. A 1 si 1 0 i I For the purpose of realizing the full benefit fiom expenditures for Improvements the ensn'ng season, it is deemed that a few png geft'o: -derived from observation may not be ir appropriate, tbe tel'er to enable us economize in future, ns well as increase iie value of the improvements 1 Tbe fjreat disadvantage experienced here tofore, in prosecuting onr work resulted from beinsr lehind hand.

In 1865, the first year under the city charter, owing to stay laws, the election was Selaved till The -ant cf proper ordinances caused further detention, so that about half tbe see.son and the most im portant half bad passed unimproved, caus ing short coming at be close of the season. In '66 the impending scourge of cholera caused hesitation in the early part of tbe seaeon, r.s to distuibiDg our streets in the dense part of tbe city, at the same lime largely increasing the ordinary outlay of labor for sanitary pur poses, all of which deranged materially, the necessary Improvements of the season. Tbe lesson derived from these facts is, that preparedness in publsc as well ss private en terprises, is the true augury of success, util ity and economy, therefore, favor an early preparation. It is obvions from the past, that preparations for the city improvements for 1867 cannot be commenced too soon, and it is assumed that all discriminating men, having be growth and welfare of onr enterprising city in eee tbe necessity of making many and important Improvements, in our streets.in a special manner, that it may at least justify the high rank it has attained as the leading city of its class in the state. The question is this shall our improvements be made tardily, as compelled by necessity, or shall they assume an energetic, manly and vigorous character, in harmony with tbe otherwise known spirit and enterprise ol our citizens.

Without reflection, it may appear to mate rially Increase our burdens, to largely extend on? improvements on streets, but it will readily be seen that ss far as they are based upon local property, like sewering, grading, paving and flagging, it will be no more, onerous to any individual, should every street in the city be improved in one year, than for him to per form bis fraction more would be done and there would be more to do It It wonld seem, therefore, that a regard to our own conven ience and comfort, to say nothing of the effect upon the public character of our city, should at once prompt the necessary sacrifice, if such it can be considered, and make our Akron this year what it ic destined to be not only the mos enterprising and wide-awake, but the most pleasant and desireabh city cf its grade in Ohia As cities of the class of ours, are not provid ed by law, with a "Boaru OF City Improvement," like those of higher grade, it devolves upon tbe citizens to supply that want, and present to the City Council such improve ments as are necessary and desirable, indifferent parts of the town. Although the Council would be justifed in requiring such improvements as come wilbin their knowledge to be made, yet they prefer the requests to come from the people, who have a fuller knowledge of their necessities, and on whose petition they are prepared take action. Let investigations, therefore, be made at once, conclusions be arrived at, petitions got ten np aud presented, from all parts of tbe city, for necessary outlays. Get ordinances passed, contracts made, labor and material procured, and all necessary preparations made early, that full advantage of the expenditures may be realized, and let 1867 mark an era in the improvement of our young city. Very respectfully, J.MATHEWS, Mayor The Poor of the City.

Friend Lane It is stated in the Beacon of last week, "that there are a number of fam ilies, in the city, entirely destitute of the comforts and necessaries of life, and that the Com mittee appointed to distribute the proceeds of Piof. Hamilton's entertainment, found that the Sum was but a drop in the bucket towards re lieving tbe existing distress." I do not deny tbat Mich is the fact, but as tbe Committee man for the 2nd Ward, for the distribution of the Prof. Hamilton fund, I must say I have not found many, teither have they presented themselves to me in any great numbers, desiring aid. I have given to all who have called or Bent for it, and they all received it thankfully, except one woman to whom, after she had told me her wants, I offered a dollar, which she pushed back to me in disgust, saying she cottZd earn Wiai much in half a day, uashing. I begged her to take it, saying that if after I passed around, and there was still money left, I would make a further distribu tion to her, but she thanked me and bowed bertelf out of my office.

From observation and information, I am inclined to tbe opinion tbat there are not so many destitute families residing in the 2nd Ward of this city, as in come of the others. Perhaps it is from the fact tbat a large portion oftbe heads of families, in taid Ward, aie chanics, nearly all of whom are employed in the various machine shops and agricultural works which are located mostly in tbat portion of tbe city. There may yet be other destitute and needy families in tbe 2nd Ward tbat I have not found, and who have not presented themselves for assist ance. I have not yet distributed one half of the amount received of tbe Prof Hamilton fund for the 2nd Ward, and my object in this communication, is to tay to any and all, residing in said Ward, who are destitute or needy, lo make known tbe same to me, tbat each may bave a portion in due season, so long as said fund lasts. And should there not be applicants sufficient to exhaust the remainder of said fund in my hands, within a few weeks, I will consider it my duty to band it over to the Committeemen of the other Wards of tbe city, ibat the same may accomplish the object of tbe donor, to wit, tbe relief of the poor of the city.

Jollie Mattocks, the renowned Analytical Physician, asks the question of all persons suffering under the torments of any of the forms ef Billions Diseases, why they will eontinue to suffer when relief is at hand? The Dootor is noted for asking questions, but he does it for a good purpose, and before he is through makes it a point to become master of a patient's feelings, symptoms, pains, aches and ailments of whatever nature.

It behooves all therefore, to sail on Dr. Mattocks when they have an opportunity, and receive treatment and care at his hands Ho visits a limited number of towns and cities in Northern Ohio monthly, for the purpose of examining patients and treating their cases. We would call the attention of our readers to the premises effer ed for sale by Mr. Leander Washburn, on South Broadway, in to-day's Beacon, There are tw lots and a good comfortable dwelling house contiguous to the Rolling Mill and other manufacturing establishments in that part of the city.

It is a rare chance to procure a good home cheap. Cigar Trade Change Proprietors H. James havs sold their eigar establishment next door to Postoffice, to E. A. Hooper, already well and favorabl known to our citizens.

The Cigar trade of this City has grown in-o a verj extensive and Mr. Hooper, by his general familiarity with basiness.will most fully maintain the reputation of this, the pioneer establishment of the city. Give him a call. Co-operation. Subscriptions for Stock- to a Co-operative Grocery and Provision Store, have for some days pvt been in circulation, and we learq that enough stock has already been subscribed to warrant the organization of a oempanv and the preliminary arrangements for commencing business.
