Market Closes Lower; Investors Are Cautious NEW YORK (AP)-Investors took a cautious approach Friday to details of the second phase of President Nixon's economic program, and the stock market closed lower in moderate trading. Analysts said there were still some uncertainties about what labor's response would be to Phase 2 and about how long government might exercise controls. Stocks in the Spotlight NEW YORK (AP) - Sales, closing price and net change of (he 15 most active stocks traded on the NY Stock Exchange: White Cons 410,300 21% D 2 </g was well off the quick pace Thursday when 17.78 million shares changed hands. Declines led advances 851 to 526 among the 1.684 big Board issues traded. The New York Stock Exchange index of more than 1,300 common stocks dropped .33 to 54.94 while the price-change index on the American Stock Exchange gave up .07 to close at 25.67. The Associated Press 60 -stock average closed down 1.8 at 327.1. Industrials were off 3.4, rails were down 1.3, and utilities were up .1. The gain in soybeans was the fourth straight of the week Corn futures, down 1 cent at one time, cloeed on an irregular tone. Wheat prices also were irregular but oats were down around ',4 cent. Soybean oil gained around 25 points and meal closed around 30 cents a ton higher. Iced broilers gained around 20 points in very light trade. A heavy factor in the early advance of soybeans as well as in the selling was a crop report issued by Conrad Leslie, a pri- While Leslie estimated ecord production of com and beans, the soybean figure was lower than the government and expected demand this year. Thus the report was bullish on beans and bearish on corn.
