PHILADELPHIA EAGLES Announced that lineback-er Joel Williams has ended his holdout by signing a 2-year contract. WASHINGTON REDSKINS Waived seven-year line-backer Chris Keating, who signed with the club just four weeks ago. Hagler injures his back fights may be delayed A back injury sustained by Marvelous Marvin may force the postponement of Hagler's Nov. 14 middleweight title defense against John Mugabi, as well as a fight featuring Thomas Hearns, promoters said Wednesday. Hagler will be examined again Friday by his doctor, and a decision will be made at that time whether to delay the card, promoter Bob Arum said.

Arum spokesman Rich Rose said Hagler sustained a lumbo-sacral strain in his lower back during training this week at his gym in Brockton, Mass. Rose said Hagler's physician, Dr. Louis Abdu, prescribed heat, medication and a short rest period to clear up the ailment. Arum: "From what the doctor tells us, there is some pain, but he doesn't believe the injury is serious. If the fight is to be postponed, the delay will be slight no more than two weeks." The card also features Hearns in a 12-round fight against No.

1-ranked middleweight James Shuler a fight that could lead to a rematch of last April's spectacular battle between Hearns and Hagler. iv DECISION TIME. Michael Spinks, the only boxer who currently holds two world titles, will relinquish his light heavyweight title next week, World Boxing Council President Jose Sulaiman said. The WBC had given Spinks until Oct. 16 to decide whether to give up that body's version of the 175-pound title now that he holds the International Boxing Federation heavyweight crown.

But Sulaiman said that Spinks had requested an extension until next Wednesday when he plans to announce that he is relinquishing the light heavyweight title. "We agreed to give Michael the extension," Sulaiman said. Under the rules of both the WBC and the World Boxing Association, a fighter cannot hold two titles simultaneously. Spinks won the IBF heavyweight title on Sept. 21, when he scored a unanimous, 15-round decision over Larry Holmes.

BERBICK TO TRY AGAIN. Trevor Berbick is getting another shot at a world boxing title and is confident about his chances the second time around. Berbick, who now lives in Miami, has signed to fight Pinklon Thomas the WBC champion who was unable to interest Michael Spinks in a title bout at an undecided site in January. Thomas has agreed to battle the winner of a fight between Tony Tubbs and Tim Witherspoon, who will meet for the WBA heavyweight title in January. Berbick, who promotes and manages himself, said Thomas should not make commitments he won't be able to honor.

Berbick: "He'll regret making those plans. People will soon see I am the most improved fighter in the world." AUTO RACING NO RACE IN '86. There will be no Formula One Grand Prix in South Africa in 1986, the president of the International Auto Federation announced. "Right now, this race does not offer the necessary guarantees allowing it to figure in the 1986 calendar," Jean-Marie Balestre said. Balestre said that uncertainties over the situation in South Africa make it impossible to organize a Grand Prix next year.

Two French teams, Renault and Ligier, under government pressure, boycotted the 1985 Grand Prix, run last Saturday, to protest the South African government's policy of apartheid. FOOTBALL TRIAL-BOUND. The no-pass, no-play law, which has sidelined football players and cut extracurricular activities for students across Texas, is headed for trial before the state district judge who ruled it unconstitutional in May. State District Judge Marsha Anthony whose finding of unconstitutionality was reversed by the Texas Supreme Court in August ordered a new hearing and refused a temporary injunction to halt enforcement of the law. She set the case for trial Nov.

18 as a class action that could affect all the state's 1,100 school districts. Attorney Anthony Sheppard, who represents failing students in several Houston-area school districts, on Tuesday requested the injunction and requested the class-action trial. HORSE RACING OVERFILL. Pre-entries were set Wednesday in the four Breeders' Cup races, which were overfilled, but changes could be made before official entries are taken Oct. 30 for the seven-race series Nov.

2 at Aqueduct, N.Y. Four of the races drew more than the 14-horse limit. Nine horses got into each field on the basis of points, and then five more horses were selected for each race by a field selection committee. One of those picked for the turf race was the Aga Khan's Lashkari, who won the $2-million Turf on the first Breeders' Cup card last Nov. 10 at Hollywood Park.

GYMNASTICS TOUGH BREAK. Dmitri Bilozerchev, the Soviet Union's top male gymnast, is not expected to take part in the world championships in Montreal next week. A news report out of the Soviet Union said Bilozerchev sustained a broken leg in a car accident last weekend. Bilozerchev's name was on the list of Soviet athletes received by Montreal organizers of the championships, but the list was submitted Oct. 4 before the reported accident, meet official Lise Si-mard said.
