"It's getting more difficult to run schools every year," he said. Norris "retired" a few years ago to save the district money, but plans to leave for real at the end of this school year. At Salina, Gary Norris faces a different challenge on a better salary: $110,587. Gary Norris said the hardest part of his job is to daily keep the big picture in mind. Everyone's caught up in accountability, he said. "I'm feeling daily pressure to produce higher student learning with not substantially more budgets," he said. Gary Norris loves his job, particularly working with children. Yet, he said, superintendents look at the market. For instance, Manhattan, smaller than Salina, just spent $140,000 on a new hire. "When they go to replace me, they'll be looking at $20,000 to $30,000 higher," Gary Norris said. The state survey found that larger districts generally pay more, and that median tenure has dropped to three years. "Things are getting really bad in Kansas," said Jim Hays, who conducted the survey. A small Nebraska district lured a superintendent from Kansas for $125,000, he said. Playing the market Market value drives salaries. An appropriate salary, most say, depends on district size and job description. Craig Grant, lobbyist for the state teachers' union, said the • raise for Wichita's Brooks seemed in line with the market for similar-sized districts. "What's out of proportion is teacher salaries," he said. But Grant said it's difficult to imagine a district with fewer than 10,000 students able to afford more than $100,000 for a superintendent. House Education Chairman Ralph Tanner, R-Baldwin City, won't argue with the fact that market dictates pay. And as for Brooks' raise. Tanner said, "He probably deserves it." The chairman has made some disparaging remarks about superintendents this year It's not their salaries that bother him, Tanner said. It's what he sees as their unwillingness to try new ideas and to face up to public school shortfalls. "The superintendents have drawn a line in the sand. They say 'Give us more money and get out of the way' " Tanner said.
