Ooelousos. Wednesday. April 16. 1980 DAILY WORLD 3 Honoring Famous Son Armstrong Park Dedicated NEW ORLEANS (UPI) Lucille Armstrong, the widow of the man known as "Satchmo" who dazzled millions around the world with his trumpet, pulled a short white string to unveil a 12-foot statue of the city's most famous son and dedicate a park in his honor. With a fantastic array of jazz musicians, the $10-million Louis Armstrong Park built to eventually rival Tivoli Gardens in Copenhagen as a world-famed attraction opened Tuesday across the street from the French Quarter.

Lionel Hampton, the vibes player, joined Mrs. Armstrong in the dedication. He said music in the park will serve as a living memorial to Arm strong. "Every time a bands plays, it's in Louis' memory, because everybody's got a little Louis Armstrong in 'em," Hampton said. "Any time a guy plays any instrument he can play piano, vibes, trombone, saxophone, anything when he plays he's got a little Louis Armstrong." Hampton, Dave Brubeck, Count Basie many of the greatest names in jazz were there.

They played in a free jam session lasting well into the night with any and every jazz song imaginable, including one so familiar you could almost see the gravel-voiced Satchmo leaning over to Carol Channing and singing, "Hello, Dolly!" escape valve for the intense pedestrian pressure the French Quarter is experiencing," designer Robin Reilly said recently. Project coordinator Steve Villavaso said, "The word 'park' is very deceiving. It's sort of an adult pleasure garden adult Disneyworld." The 12-foot Armstrong statue was paid for with donations from 20 countries. In his left hand, Satchmo held a 3-foot trumpet at his side, and in his right a crumpled handkerchief like the one he so used often to wipe his sweatbeaded brow. His lips were sealed, though, concealing the famed toothy, pearly white grin that was one of Satchmo's most famous trademarks.

on it I guess, four-five years. To see it become a reality is one of the biggest thrills. The other big thrill was the day I married Louis." A few blocks from Jackson Square and the Mississippi River, the park is expected to evantually feature almost continuous entertainment and booths offering some of the city's famed Creole and Cajun dishes. But the city has no money now to develop it to match the concept, a mix of commercial, entertainment and park uses. Controversy has swirled about the design and how it should be developed without becoming too tacky.

The "giant municipal toy" was designed as "an Result Of Embargo Soviets May Beef Imports Hundreds of people were there, too crowding in front of the statue, pressing in for pictures of Mrs. Arm-strong, visiting Preservation Hall where photos of Armstrong graced what is to become a jazz museum, inspecting the meandering lagoon, and eating food like crawfish pie or red beans and rice. "Louis isn't dead," Mrs. Armstrong said. "People think of Louis as if he's still alive.

So he's up there somewhere, looking down on all this." She called the park "the most marvelous thing in the world," though she added she'd "have to come alone and see it, because you just can't get around today." "We've been working Increase But they are not confident enough about the figures to release them because they do not have information yet on contracts between the Soviet Union and its suppliers. "We have very little information on actual contracts for this year," the official said. President Carter embargoed 17 million tons of grain shipments and 1 million tons of soybean shipments to the Soviet Union in retaliation for the invasion of Afghanistan. American experts believe that the Russians have made up about 6 million tons of the grain shortfall. They apparently are coping with the shortage by slaughtering hogs and cattle at lower weights than usual, by cutting back on hog inventories and giving poultry a large share of available feed.

The huge increase comes at a time when worldwide beef and veal output is down not only in the United States, but also worldwide.

In 1977, the Soviet Union imported 342,000 tons of beef and veal, but that was a year of heavy worldwide beef supplies. In 1978, Russians imported only 56,000 tons of beef and veal. American beef and veal imports are expected to fall 5 percent, despite a new countercyclical meat import law that would permit greater imports to offset low American production. In an interview, an official emphasized that the estimate is tentative.

He said experts still know too little to predict with accuracy how much extra beef Russia will import and from where. "I don't think we know enough to make an exact number on that," he said. But experts are certain of one thing: that Soviet officials will be paying premium prices to outbid 8some other countries who cannot afford to pay as much for relatively scarce beef supplies. The official predicted that the Soviet Union will buy more beef at higher prices from its traditional suppliers: Eastern Europe, the Economic Community, Australia, New Zealand and Argentina. made some ''guesses among themselves as to how much beef the Russians will buy from those nations.

President Carter last Friday signed a disaster declaration for St.

But Heather Schoen, a spokeswoman for the Federal Emergency Management Agency, said residents of St. Tammany Parish are eligible for extensive flood relief for damage this week under an earlier disaster declaration by President Carter, resulting from the April 2 flood. Thousands, maybe millions, of sandbags formed temporary dikes in St.

The report, which did not include losses to the school system, estimated housing damage at $135 million and commercial and government losses at $15 million. He stressed the figure was a preliminary estimate, but said, "We told the people eveloping these numbers to call it absolutely like it is."
