Edmund Spangler, sentenced by military commission to six years imprisonment at the Dry Tortugas, as one of the alleged conspirators in the plot to assassinate President Lincoln, and pardoned by President Johnson in May last, has made a full statement under oath, in which he asserts his entire innocence. Spangler was a carpenter or scene shifter at Ford's Theater, and was on the stage when Booth jumped from.

Spangler gives fearful account of the cruelties practiced on prisoners at tha Dry Tortugas. The Montgomery Mail, in noticing the trial of Colonel Terger, in Mississippi, by a military commission, for the killing of Colonel Crane, of tho United States Army, trusts, that if guilty of murder in tbe eye of the law, tlio defendant will bo punished, bat at the same time gives the following unanswerable reasons wliy, in justice and fairness, he should net bo tried by officers of the army It seems that Col.

Crane was a young officer of promise, and much beloved by his comrades. The scenes and trials of a four years war naturally tie men to each other--friendships born of much association rarely ever die. There is a bond between soldiers, which exists, perhaps, in no other profession. Colonel Crano, the deceased, was thrown in daily social contact with those who now sit in judgement upon his slayer. It is natural, under the cir- cumattinucs, that Crane's fellow officers should feel deeply for his death.

They were members of the same army, engaged in the same duty, united by tbe same prejudices, and responsive to the same ambitions, as the dead man. Then again, soldiers arc always antagonistic to the citizen. This feeling comes with the first months of Cadet life--it grows in the service--a month of semi- civil command in the South developes in the mind of the officer a matured contempt for civil law, and an earnest hatred for the citizen. Cit" is a term of reproach with which the soldier speaks of the mass of the people. This is why onr forefathers dreaded standing, armies--this is why civil law is silent midst arms--this is why freemen dread military rule and resist it to the last.

If there are any occasions of a man's life when he should be unbiased, it is when he sits in judgement upon the life of a fellow-man. The.re- sponsibility of taking human life is too solemn and too high and too grave to bo determined by prejudice--too awful to be assumed, when the verdict turns upon the love the judge has for the dead. The civil law, the guardian of both the life and the honor of the citizen, brings to the judgment seat only those whom neither "fear, favor, affection," relationship nor envy can move. It takes those who are unbiased, either by ties to the living or dead. Then its verdicts are justice, and its punishment the voice of the law.

Otherwise tribunals in taking life but register the verdict of passions, which relationship, party or power may dictate. Their punishments become the instruments of private revenge, and its criminals martrys in the eyes of the world. In the case of Yerger, of Mississippi, the comrades of the dead man sit in judgment on his slayer! Whatever may be the purity'ot the military commission, human nature is too wea be put to this test! OF THE GALVESTON DAILY NEWS, Registration Order. that McMahon is a prisoner in the hands of Lopez, and wants the Government to at once send a fleet down there in command of some oflicer who will open the way to his headquarters. A private letter from Buenos Ayres, dated" the 35th day of May, savg they have no reliable advices of McMahon, and do not credit the report that he has been communicated through English sources.

The writer adds that the last rumor is that Lopez has an army of not over ton thousand men, and is committing a good many outrages upon the country. Toury be discharged from the service. Toury, it will be remembered, was married to Miss Annie Sarratt a few days ago. GEN. HENBY T. TEIIKV, a well-known member of the bar of this district for the past few years, and formerly of Michigan, died heie yesterday.

He served throughout the war. is but a few days since the first consignment of tea was received in Cincinnati, and the following, from the Gazette of that city, will give an idea of vhat our Western neighbors think of the teas received from the antipodes via San Francisco: The flavor of teas received by this naick route, when compared with those liy the six months' circuit of the Horn, is as the smeil of new-mown hay is to the lifeless odor of the baled hay of commerce. The aroma of a cup of this tea, which but a few weeks ago was delicately sealed up by tawny hands, steeps the senses in a kaleidscopic yis- ion of the gorgeousness of the Flowery Land, and makes one feel as if China were onr next-door neighbor, and the Chinaman a man and a brother. We are informed that a difficulty occurred day or two ago between Dr. Harconrt, of Sterling, and Dr.

Hammond, who resides a few miles above that place. It is stated that Hammond denounced Harconrt in his absence as'a coward. Th latter returning, attacked Ue former and pulled bis nose. Subsequently a party of men surrounded Warcourt near Calvert and killed him. iha accounts of the affair are quitein- aennite, and therefore we give the above as mere rumors.

Charles McCann, assaulting and striking Ann Massie in the month--fined $30 and costs, and bonds to keep the peace in the sum of $300. Lewis Frederick, drunk and unable to take care of himself--fifed and costs.

Ann Massie, keeping a disorderly house, also using insulting and abusive language --continued till to-morrow on bond of $100. Two gentlemen were before the Court for violating ordinance by bathing within the limits prescribed--both discharged. The long establishment of the NEWS, its local habitation, and its steadfast adherence to tho fundamental principles of our democratic stitutions, have combined to keep attention alive to the superior merits of tho SEWS, to strengthen its position, and to advance its reputation.

OF NEW YORK. THE SICKLES Another difficulty has arisen regarding Gen. Sickles' appointment as Minister to Spain. Congress passed a law last session prohibiting the appointment of military officials to civil and diplomatic positions, but to obviate this law, Sickles was placed on the retired list of the army. The Attorney General says that this has not removed the objection, as an officer on.
