Consumer Attitudes Unchanged ANN ARBOR, Mfch. (AP) — despite overwhelmingly favorable public reaction to tiie President's recent economic actions, public sentiment does not point to a rapid upturn in the economy, a prestigious University of Michigan survey reported today. The latest quarterly Survey of Consumer Attitudes and inclinations to Buy, directed by Prof. Jay Schmiedeskamp of the Michigan Survey Research Center, said consumer attitudes have not improved markedly in the past three months. The survey, involving a nationwide sample of 1,400 persons between Aug. 23 and Sept. 8, showed three out of four people thought the President's actions were a good thing. But, the Index of Consumer Sentiment increased only one point over the previous quarter. Among families with over $10,000-a-year income, the index dropped nearly four points from the previous survey. The index is a composite measure of consumers' feelings about the economy. There are three major factors in the consumers' gloom, Schiedeskamp said: —Seventy per cent of the consumers believe there will be some sort of controls after the current 90-day wage and price freeze, but they are uncertain how the controls will affect their personal finances. Opinion is nearly evenly divided on whether the controls will reduce inflation and unemployment in the next year or two. —The slight improvement in consumer sentiment during the first six months of the year came because people had become used to a bad economic situation and had stopped thinking about it. —Consumer sentiment has been so depressed for so long and confidence both in the government and the economy are so shaken that even very good news needs time to overcome the intertia of attitudes. There is one bright spot in the survey. More people say they are planning to buy cars, and "the price freeze.and the promised excise tax elimination has greatly improved the outlook for auto sales this fall." "But," Schmiedeskamp added, "a restoration of confidence to prerecession levels, a sharp drop in the personal saving rate and a corresponding surge in spending are not in sight." Hap Ramsey Wins $400 Scholarship Hap Ramsey, son of Mr. and Mrs. Herbert Ramsey, Jr., 1127 North Plum, is this year's winner of the $400 Junior Scholarship Award of the National Block and Bridle Club. Hap is a senior in animal science and industry at Kansas State University. Ramsey transferred to KSU from Hutchinson Community College and has maintained a straight-A average in his four semesters at Kansas State University. Block and Bridle is an organization for undergraduate stu- dsnts interested in animal science. It is represented by 47 chapters all over the nation. Ramsey is president of the KSU Block and Bridle. The scholarship is based on academic achievement, participation in Block and Bridle and campus activities.
