He is now in eternal light with his beloved Barbara Jean who preceded him this past February. Curtis and 1 Barbara were married for 65 years and now his broken heart has mended. Curtis is the father of David Lee Hall, William Hugh Hall, Michael Curtis Hall and Paul Clayton Hall.

Born December 9, 1925, in Altheimer, AR, to Orville Jesse (O.J.) and Ethel Mae, the family moved to West Monroe in Curtis' childhood years. Curtis played football and graduated from Ouachita Parish High School. In January of 1944, he joined the Navy and served in the Asiatic-Pacific theater as a hospital corpsman. In 1947, he was recalled for active duty for service in China. In 1946, Curtis called for Barbara to come to California and join him for life.

There they had four sons before they moved back to the Monroe area in 1954. After working in the extermination industry for several years, Curtis accepted a position with the U.S. Postal Service where he worked for over 30 years. During this time Curtis, Barbara, and sons built their home from the ground up, taking three years to complete, and lived there since 1965. After finally retiring, Curtis spent time gardening his vegetables and obtained a commercial fisherman license so he could stock the freezers with fish for everyone.

He and Barbara enjoyed traveling and camping in their camper trailer. All who knew Curtis realized his great love of all animals and his helpful nature. He always showed a great love and pride for his family. Curtis lived a long and productive life and was a joy to all who knew him. Though gone from this earth, he will remain forever in the hearts of all who had the pleasure of knowing him.

Curtis leaves behind his sisters Louise Robbins, Aline Baxter, and Mary Ethel Mooney. He was grandfather to Chuck Hall, Andy Hall, Matthew Hall, Karen Hall, and Kelley Hall, and great grandfather to Blake Hall and Brendan Hall. The family would like to express their deepest appreciation to all the healthcare professionals who assisted with his inhome care. Total bond was set at $10,400. Bills Continued from Page 1B was over. To justify the move, House lawmakers cited the possibility LaBruzzo's proposal could jeopardize $4.5 billion in federal health care funding Louisiana receives for its Medicaid program. A financial analysis said the measure would put Louisiana at odds with a 1976 federal law requiring Medicaid to cover abortion services to save the life of the mother or in cases of rape or incest. The lack of a hearing also meant legislators didn't have to cast a direct vote that an opponent could use to tag them as supporting abortion rights in a state known for its antiabortion stances.

In the Senate, a similar maneuver was used to derail legislation that called on Congress to stop funding Planned Parenthood. Senators agreed without discussion to send the measure to the Senate budget committee for discussion of its possible financial impact on Louisiana, but the committee never held a meeting to debate it. Meanwhile, in several instances in both the House and Senate, lawmakers simply stalled long enough on bills passed by the other chamber that they ensured they couldn't meet the barriers for passage. LaBruzzo's proposal to require drug testing of welfare recipients failed to get the two-thirds vote it needed in the final days of the session to even hold a debate on the bill. A similar fate was given to a proposal that sought to repeal the state's multibillion-dollar personal income tax.

The tricks and the ploys killed bills in the legislative session that ended two weeks ago. But sponsors of those proposals have said they intend to bring them back next year. Lawmakers will have to hang on to their rule books for another round of gamesmanship and political maneuvering in 2012. Melinda Deslatte covers the Louisiana Capitol for The Associated Press. Arena Continued from Page 1B If things go the way city officials hope, the new arena would be in operation by late 2016.

John Ross, director of community affairs, said the civic center books everything from circus acts to concerts, boat shows to the annual Junior League's Spring Market. Ross said the civic center, particularly the arena, stays busy. But, because of the aging facility, maintenance and repairs often offset the success in revenues. "We book 300-plus events a year," Ross said. "Our goal is to get to 400.

Entertainment artists are rated by the number of attendants. If capacity is not a certain number, we miss those acts. They come right by Monroe, but Jackson, gets them and Bossier Parish gets them." If the arena is built, the next item city officials hope to see is a five-star hotel nearby. "This will put us in a better position to be able to accommodate the new growth we are seeing in businesses such as the new airport and CenturyLink," Mayo said. "This project will get us into the 21st century." CARPET I ONE FLOOR HOME Beautiful.
