For the moment, her ruling guarantees Napster users can continue downloading copyright music at will. Major record labels want the online music-swapping service to remove any copyright songs from its Internet site — a position U.S. District Judge Marilyn Hall Patel has strongly endorsed in a series of rulings. But removing the songs has proved exceptionally difficult, since Napster users constantly make them reappear under different file names. Napster has said it cannot keep up with every variation. On Friday, Patel said unless an appeals court clarifies its ruling in the case, she cannot force Napster to identify and remove all those files. FAA changes policy regarding fuel pumps WASHINGTON — The Federal Aviation Administration ordered airlines to shut off fuel pumps on Boeing 737s when there is a low level of • fuel remaining in the center tank. Fuel tanks have been blamed for an explosion last month aboard a Thai Airways Boeing 737 and for the 1996 destruction of TWA Flight 800. The FAA's action Friday comes four years after the National Transportation Safety Board made a similar recommendation following the TWA Flight 800 crash. Under the new rules, pilots must turn off the center fuel pump if there is less than 1,000 pounds of fuel in the tank. In addition, the pump must be turned off when the low fuel pressure lights are lit. Otherwise, the pump could overheat, increasing the chance of a fire. The pump is used to move fuel from the center tank to the engines. Boeing spokesman Tim Neale said the Thai Airways' pump was running when there was very little fuel in the center tank. Social Security to issue refund checks WASHINGTON -~ Social Security recipients wiU be getting an extra check in July to adjust for a $1 billion shortfall in payments caused by a computer glitch. Most checks will be only $19. About 45 million retirement beneficiaries and about 6 million recipients of supplemental security — the cash assistance program for the needy — will get the one-time checks in mid- July, Social Security Administration officials said Friday Beneficiaries automatically will get the payments without taking any action and will receive a written explanation.
