Zygo 36.50 41.88 World watches closely^ Global financial health hinges on length of downturn in U.S. By MARTIN CRUTSINGER Vie Associated Press WASHINGTON — The global economy Is facing its biggest threats since the worldwide financial crisis of 1997-98, the International Monetary Fund warned Thursday as it sharply cut its economic forecasts for this year. The IMF's worries centered on problems facing the United States and Japan, which have the world's biggest economies, IMF officials also said Europe is doing too little to fight the global slowdown. In its latest World Economic Outlook, the IMF. slashed its forecast for global growth for this year by a full percentage point, to 3.2 percent compared with projections published last October. The 183-nation international lending agency, preparing for its spring meetings, also warned that a global recession cannot be ruled out, especially if a hoped-for rebound in the "The outlook remains subject to considerable uncertainty, and a deeper and more prolonged downturn is clearly possible." International Monetary Fund United States does not come. "The outlook remains subject to considerable uncertainty, and a deeper and more prolonged downturn is clearly possible," the IMF said in its gloomiest economic assessment since the end of the late 1990s Asian currency crisis. The IMF's projection of 3.2 percent global growth would be down from 4.8 percent growth in 2000 and would represent the slowest pace since the world economy expanded just 2.8 percent in 1998, at the height of the Asian currency crisis. In the 1997-98 crisis, a red-hot U.S. economy kept the world from toppling into recession. BRIEFLY This time, however, the weakness is originating in the United States as it battles a dramatic slowdown caused by plunging stock prices and cutbacks in consumer demand. The IMF predicted the US,; economy will expand by just 1.5 percent this year, its poorest showing since the last U.& recession ended in 1991. In its October forecast, the IMF pegged U.S. economic growth this year at 3.2 percent, more •than double the current estimate. The fund also significantly lowered its forecasts for other countries. It slashed growth expectations for Japan, the world's second-largest economy, to just 0,6 percent this year, and reduced the growth forecast for 12 European nations to just 2.4 percent. Still, the IMF found reasM to be optimistic that the UnilS ed States will rebound thjii year. It pointed to consumeij demand bolstered by aggressive interest rate cuts by the Federal Reserve and to expected congressional approval of most of President Bush's $1.6' trillion, 10-year tax-cut program. Employed fare well, but fewer have jobs WASHINGTON — Americans' wages and benefits in the first quarter posted their biggest gain in a year, suggesting the slowing economy isn't translating into less compensation for workers who still have jobs. However, the number of people filing new claims for state unemployment insurance last week hit a five-year high, further evidence that employers' appetite for workers has waned in the slowdown. The employment cost index, a closely watched gauge of inflation, rose a seasonally adjusted 1.1 percent in the January-March quarter, up from a 0.9 percent rise in the previous quarter, the Labor Department reported Thursday In another report, the department said new claims for jobless benefits last week rose by a bigger-than-expected 18,000 to a seasonally adjusted 408,000, the highest level since March 23,1996. A big part of the increase was attributed to layoffs of New York school workers paid on an hourly basis —- such as janitors, bus drivers and cafeteria staff — during spring break, a government analyst said. Workplace deaths down by half In U.S. ATLANTA — Workplace deaths in the United States have dropped by nearly half over the past two decades, the government said Thursday, crediting new technology stricter safety regulations and a shift in the economy toward safer service-industry jobs. The Centers for Disease Control and Prevention said 5,285 workers died from on-the-job injuries in 1997, the latest year for which figures are available. That is a rate of 4.1 deaths per 100,000 workers — down 45 percent from 1980, when it was 7.4. Those numbers go back only to 1992 but have shown a similar trend — a steady drop in deaths at work. MARKETS The CDC also credited new ^n technology and stricter safety .n regulations. UUI eLiza answer to ; machine's dreams NEW YORK — Computer,, heal thyself! Long a dream of science flal tion writers and anyone wha,|j has encountered a sick machine, the idea of self- maintaining, auto-administering and failproof hardware may not be too far off. International Business Machines Thursday unveiled plans to focus research and .^ considerable funding towarduu developing an e-business serv^' er that monitors itself for problems and can fix itself. The company will devote ' percent of its research and development budget for servers toward the project named eLiza — an amount that will run in the billions of dollars over several years.
