Noel Holston No. 26 "The Incredible Hulk," co-starring Lou Ferrigno. With the second, third and fourth highest-rated as well, ABC, for the second season in a row, was the most watched network.

CBS and NBC finished second and third, respectively, as they had the previous season. Television's most widely accepted head-counter the A.C. Nielson Company, determined that "Laverne and Shirley" had an average rating of 32.0 for the season that ran from the week ending Sept. 12, 1977, through the week ending April 9, 1978. A Nielsen rating is an estimate of the percentage of all the TV sets in the country tuned in to a program.

"Mulligan's Stew," NBC, 10.8. And there you have it, folks, the whole shootin match. It boggles the mind to think what this aggregation cost ($400,000 per hour, roughly, is the going rate). And so much of it utterly worthless! If you're like me, you can recall barely, if at all, what many of these series were about. In closing, I'd like to offer a few observations on this list made possible by my having in hand last year's list as well.

Trivia buffs take note: For its first first-place finish," Laverne and Shirley" had to dethrone "Happy Days," the comedy series from which it was spun off three years ago. "Happy Days" was No. 1 last season, "All in the Family" the five seasons before that. Of the Top 10 series, five were repeaters from last season: "Laverne and Shirley," "Happy Days," "Charlie's Angels," "Three's Company" and "MASH." Only one new entry, "How the West Was Won," made the Top 10. CBS's "Alice" experienced the greatest ratings gains, moving up from 30th place last season to eighth.

If an award for "comeback-of- the season" were given, it would surely go to "All in the Family," which finished fifth. Last season, it fell to 12th place. The series experiencing the most precipitous decline in popularity was ABC's "Baretta," which plummeted from ninth to 61st. Other series whose fortunes took an especially bad turn include "The Six Million Dollar Man" (seventh to 39th), "The Bionic Woman" (14th to 61st), "The Jeffersons" (24th to 52nd) and "Maude" (31st to 75th). Other than the tongue-in-cheek "Charlie's Angels," no crime series made the Top 20.

However, while interest in violent series was down, two series designed expressedly to meet the alleged demand for warm, soft, family-oriented fare "The Fitzpa-tricks" and "Muligan's Stew" were the lowest-' rated of the season. If you find this last ironic, be sure to check out the' series that finished first-through-fourth and then ponder how "60 Minutes" ended up sixth. When you stop to consider that a 10.5 rating is by network standards disastrous, yet translates into about 16 million viewers, you start to realize what a strange arena television is. Here, based on Nielsen's tabulations, is a list of all the series, in order of finish, aired during the seven-month season. Included are the shows' average ratings.

Those that have been officially cancelled are marked with an asterisk: 1. "Laverne and Shirley," ABC, 32.0. 2. "Happy Days," ABC, 31.7. 3.

"Three's Company," ABC, 28.4. 4. "Charlie's Angels," ABC, 25.3. 5. "All in the Family," CBS, 24.7 6.

"60 Minutes," CBS, 24.4 7. "Little House on the Prairie," NBC, 24.0 8. "Alice," CBS 23.5 9. "How the West Was Won," ABC, 23.2 10. "M'A'S'H," CBS, 23.1 11.

"One Day at a Time," CBS, 23.0 12. "The Amazing Spider-Man," CBS, 22.8. 13. "Eight Is Enough," ABC, 22.6. 14.

'The Harvey Korman Show," ABC, 22.5. 15. "Soap," ABC, 22.2 1 6 'The Love Boat," ABC, 2 1 .9. 17. "Barney Miller," ABC, 21.6.
