THE SUN, Wednesday, August 3, 1983 MUM; i 1 High-rises denounced New public housing demanded by groups NO MORE HELL VETTE By Katie Cwnther I 4 Parked city bus rolls away with passenger inside By Linda Allnock A 66-year-old North Baltimore woman, who does not know how to drive, was sitting alone in a parked city bus in the Inner Harbor yesterday evening when it began to roll backwards. Alice Scott, of the 1000 block Wilmot court, began yelling out the window, "Somebody stop this bus, somebody stop this bus." When no one came to her aid, she jumped out the door. "I wasn't going to stay there. I was scared," said Mrs. Scott, visibly shaken by the memory.

The bus drifted backward about 30 feet, finally stopping when it hit the curb, Mrs. Scott said. The bus driver, whose name Mass Transit Administration officials would not release, had gone in to take a short break at the MTA rest stop at Light and Lee streets about 7 p.m. before continuing on to the Armistead Gardens Presbyterian Church. Leonard H.

Brown, an MTA supervisor, said the emergency brake on the bus was on. Why it didn't work is not known, Keith Rawlin-son, an MTA spokesman, said. The bus will be checked today, he said. "This was really just a minor incident," Mr. Rawlinson said.

"There were no cars behind the bus and no injuries." But Mrs. Scott said when she saw no way to get the rolling bus stopped she thought of the worst. "I was just afraid it would get hit and catch fire. We know that high-rises are not made for children. We want the best for our children like anyone else." Rat and roach infestation, drug-dealing, poor sanitation, dangerous elevators and lax security are all problems that make it difficult to raise a healthy family in the high-rises, the members of MOM charged. Baltimore Welfare Rights and MOM have formulated their own plan to house low-income families currently living in high-rises. It calls for the city to renovate 1,500 vacant homes and then sell them to the families for 1 each. "We realize that the city has to come up with the money" to renovate the buildings, said Mr.

Cheeks, who estimated each house would cost 10,000 to rehabilitate. Mark Sissman, the deputy director of Housing and Community Development, disagreed with Mr. Cheeks's estimate, saying it would cost about $40,000 to renovate a single vacant house, or $60 million for 1,500 houses. Most of the city's public housing construction and rehabilitation is funded through the federal Community Development Block Grant Program, Mr. Sissman said; Baltimore receives about $27 million Members of Mothers on the March discuss conditions in high-rise public housing projects.

And, Ms. Bernstein said, "It's always easy to make demands for housing but very difficult to find the funds with which to do that. The administration is doing the best that we can with the funds that are annually in CDBG money. Figures released this spring by HCD indicate that the city does not have 1,500 vacant houses to renovate. Of the 5,715 vacant houses in Baltimore, only 1,422 are owned by the city.

All but 100 of them have been scheduled for various city programs such as homesteading and public housing rehabilitation, according to the city. Mr. Cheeks disputed those figures and said he understands there are 6,000 vacant houses owned by Baltimore city. Mr. Cheeks said he thought the city could continue to use the high-rises for public housing if the buildings were renovated and if the apartments were leased only to tenants without children.

The city and high-rise tenants themselves have already tried this suggestion at one building of the George B. Murphy Homes in West Baltimore. As families with children moved out of the building, they were replaced by older tenants without children. The experiment was seen as successful by the tenants and the city. But housing officials say it was possible only through a federal program that allowed the city to renovate vacant houses for families being moved out of the high-rise.

That program was cut by the Reagan administration. Mayor Schaefer responded to the demand for a meeting by noting that Mr. Cheeks was running for a City Council seat in the 4th District and "some of the requests may be campaign rhetoric," according to Pat Bernstein, the mayor's press secretary. Mr. Cheeks has been active in public welfare issues for several years and denied he was using the high-rise housing question tne company was continuing to operate wun wun no problems" using nonunion and supervisory personnel, many of whom are "sleeping in at the plant because the job requires it.
