Economists viewed the reports Wednesday as encouraging signs for the economy, which has been slowing since the second half of last year. "We really needed this," said Sung Won Sohn, chief economist for Wells Fargo. "We've been getting so many negative reports about the economy. This is really a breath of fresh air. The numbers indicate that maybe we are turning a corner. Maybe the worst is behind us." Still, analysts didn't believe the data would deter Federal Reserve policy-makers from cutting interest rates a fifth time this year when they meet May 15. Many analysts continue to predict another half-point reduction next month, though some said it could be by a more moderate quarter-point. On Wall Street, stocks rose as investors, having taken profits and digested more earnings reports, began feeling more secure about the market's prospects. The Dow Jones industrial average gained 170.86 points to close at 10,625.20. The National Association of Realtors reported that sales of existing homes increased by 4.8 percent in March to an annual rate of 5.44 million, the second- highest monthly level ever. The record monthly high was reached in June 1999 with a rate of 5.45 million. Housing market resilient While the manufacturing sector has been hardest hit by the slowdown, the housing market has been resilient. Low mortgage rates are the main reason the market has held up so well even as consumer confidence sagged and a slide in the stock market made people feel MARKETS less wealthy In March, the average rate for a 30-year fixed-rate mortgage was 6.95 percent, down from 7.05 percent in February and well below the 8.24 percent rate in March 2000. "Favorable mortgage rates were enough to offset weakness in consumer confidence and in the labor markets," said Michael Carliner, economist with the National Association of Home Builders. ' New-home sales rose in all parts of the country except for the West, where they fell. For previously occupied homes, sales increased in all regions expect for the Midwest. Seeking to stave off recession, the Fed slashed interest rates this year by a total of 2 percentage points. The rate reductions lower borrowing costs and are designed to induce consumers to spend and businesses to invest, thus boosting economic growth. The three reports were more positive than many analysts expected. They had forecast a 0.5 percent rise in durable- goods orders and a dip in sales of both new and previously occupied homes. "They demonstrate that consumers are not yet shell- shocked from the wave of bad news that they have been subjected to earlier this year," said economist Ken Mayland of ClearView Economics. "This is the question to ponder: Is this foreshadowing the revival of economic growth?" The big increase in durable- goods orders in March stemmed from a whopping 21.4 percent rise in orders for transportation products.
