The New York-based Conference Board said Tuesday that its Consumer Confidence Index fell to 109.2, down from 116.9 in March. The April survey was completed before the Federal Reserve unexpectedly cut interest rates for the fourth time this year. But economists played down the timing, saying much of the April drop reflected a souring assessment of business conditions and job prospects. The index has declined for most of the past year, but consumers' assessments of business conditions and job prospects had remained strong —- until April. Orr said such immediate concerns won't be eased by a cut in interest rates, an assessment seconded by Lynn Franco, director of the Conference Board's Consumer Research Center. A similar surprise rate cut in January had little effect on consumer confidence figures for the following month. "It's clear that consumers have begun to worry about employment trends and these concerns are gnawing away at consumer confidence," Franco said. In the new survey, 27.9 percent of consumers rated current business conditions as good, down from 33 percent in March. Another 13.3 percent rated conditions as bad, up from 10.8 percent. On employment, 14.2 percent of those surveyed said jobs arq "hard to get," up from 12.6 per^ cent last month. . 1 Cargill closing Topeka flour mill By The Associated Press Cargill announced Tuesday it will close three flour mills, including one in Topeka, because of rising energy and transportation costs. The closure makes the north Topeka plant the third flour mill to be closed in Kansas in the past four months. Kansas is the nation's leading flour producer. In addition to the Topeka plant, Cargill also plans to close two other flour mills — in Jacksonville, Fla., and Springfield, 111. — by May 31, the company said in a news release. "Our customers require us to be very cost efficient in providing their needs," Guy Shoemaker, president of Cargill's North America Flour Milling business said in the release. "Unfortunately, over-capaci­ ty in the milling industry coupled with location disadvantages, rising energy and transportation costs, make it impossible to continue supplying customers efficiently from these mills." About 80 workers in the three mills will be affected, including 20 employees in the Topeka facility, said Greg Lauser, a spokesman for Cargill. Cargill's north Topeka mill produces 65,000 hundredweight per day — most of it for the bulk export market for hard red winter wheat flour, Lauser said. "General over-capacity throughout the flour milling industry — combined with transportation costs — are a factor," he said. Justin Gilpin, project coordinator for the Kansas Wheat MARKETS Commission, said the Topeka plant had been a direct receiver of Kansas wheat. "It sounds like a business decision, but it is always a disappointment when the end user for agriculture products is diminishing," he said. The Cargill closure marks the third mill to be closed in Kansas in recent months. Archer Daniels Midland of Decatur, 111., closed its Buhler flour mill in December and its Inman mill in March. Cargill plans to keep open its south mill in Topeka, which employs 90 workers and produces private label packages for grocery stores, Lauser said. The two Topeka plants were originally built in the 1890s. Cargill bought those Kansas facilities along with one in Jacksonville, Fla., in 1982 from Seaboard Milling.
