OCTOBER 16, 1996 NATION THE SALINA JOURNAL TIRAQ Iraq rebuilding after missile attack despite U.S. warnings Saddam has restored much of Iraq's capabilities after bombing By Scripps Howard News Service WASHINGTON — Last month President Clinton warned Iraq that any attempt to rebuild its air-defense network would bring a new shower of missiles down upon them. Now the Pentagon concedes that Iraq has defied that threat and repaired its anti-aircraft defenses. But don't expect another round of U.S. air strikes anytime soon unless Iraq makes overt moves that threaten allied warplanes patrolling the "no-fly" ^one in southern Iraq, Pentagon officials said Tuesday. "If they 'paint' a plane, it's a threat and we'll react. They haven't and we don't see any signs" the Iraqis intend to, an administration official said, referring to the "painting" or "illuminating" of a U.S. or allied plane by Iraqi radar in preparation for an anti-aircraft attack. Administration officials said privately Tuesday that Iraqi President Saddam Hussein has restored much of his military air defenses since the United States launched 44 cruise missiles at them Sept. 2 and 3. But the White House and Pentagon said the Iraqi defenses remain "significantly degraded" as a result of the strikes. White House spokesman Mike McCurry acknowledged that Saddam had performed some "reconstruction" to the air defense sites but in- sisted that allied pilots were in no danger. After the September strikes, Clinton and other administration officials proclaimed the raids a success in punishing Saddam for a military incursion into a Kurdish safe zone in northern Iraq. They also hailed the strikes as successful in rendering Iraq's air defenses impotent. But in the weeks since, reports have shown that the $1 million missiles were decidedly less' accurate than initially declared. Meanwhile, Pentagon officials have been closely watching developments in northern Iraq, where fighting apparently has resumed between rival Kurdish factions. Pentagon spokesman Kenneth Bacon said there is no "clear evidence" of Iraqi involvement in the renewed conflict. "We'll just have to see what's happening," he said. It was similar bloodshed that prompted Sad- dam to send his troops into the safety zone in late August in support of one of the Kurdish factions, the Kurdistan Democratic Party. That faction ultimately succeeded in taking control of a large chunk of the Kurdish zone. Now the rival Patriotic Union of Kurdistan appears to be close to reclaiming the territory. If so, Saddam may be tempted to send his soldiers into the fray again. If he does, that would put pressure on the United States to retaliate again. The president and rival Bob Dole have attacked Hollywood for glam- '*i>rizing sex and violence. Clinton •pushed for a ratings system for television programs, more hours of children's programming and "V- chips" for television sets so parents can block shows they consider inappropriate for their children. "I think we deserve some credit," White House press secretary Mike McCurry said. But he later added, "I .would credit Bob Dole as well." Clinton was less generous: "This project ... was well under way before Senator Dole ever said anything."
