Eva Center Barred To Celebration HAINES CITY City missioners Thursday night refused to allow the Jaycettes to hold a New Year's Eve party at the Lake Eva Civic Center, with alcoholic beverages being available. By a 2-3 vote, the commissioners refused to waive its policy as it had done two years ago for the Cotillion Club, which was allowed to hold a similar party with alcoholic beverages. ARGUING AGAINST the party and the serving of drinks were Com. William Gamper and bert Washington. In the final vote they were joined by Commr.

Merle Zamz ow who had made the original motion to allow the club to hold the party. Also speaking against the use of alcoholic beverages was the Rev. David Tart, pastor of the First Presbyterian Church. amper said that if permission was granted in this instance that the policy would have to be waived for organizations and for other public facilities, "and this is very unwise." THE COMMISSION also set a public hearing for Jan. 7 on adopting the state's planning and zoning act as the basis of operations by city boards.

The act would not change the present zoning but would alter administrative procedures. Kidnaper Admits 2nd Abduction PARIS (Reuter) A Paris cab driver held for the kidnaping of a sevenyear- old boy Thursday confessed that he also a ducted a six-year-old girl in April, police said.

The driver, 27-year-old Mohamed Liefrenni, had earlier confessed to the kidnaping of Alain Lebard on Monday, they said. The Le bard kidnaping was almost a carbon copy of the abduction of little Carole Benainous here in April. Both children were grabbed outside their school. Police said the driver held Alain Lebard for two days in his home before the boy was picked up unharmed after Liefrenni tried to collect $7,800 in ransom money left by the boy's father at a prearranged spot. Police said Liefrenni told them he had held the Benainous girl in a wooden hut on the site where his house was later built.

She was returned unharmed to her parents after they paid a ransom of $5,400. Alain's abduction was the fourth child kidnaping case in France in a little over a year. In the other cases, the children were safely recovered. Colonial Funeral Home 2701 CONWAY ROAD PHONE 425 2561 ROBERT RAMSDELL, OWNER ROCHESTER, N. Y.
