Second Season Second Rate The Friday debuts of 'The CBS Comedy Special" and "We'll Get By" brought to full bloom the "second season," the euphemistic title the networks give to their annual attempts to correct mistakes made the preceding fall. If the programmers were baseball players, they would be due a stint in the minor leagues. Their "second season" batting averages are pathetic. Only three of 17 new series, "The Jeffersons," "Cher" and "S.W.A.T.." can be called full-fledged hits. Two of the newcomers, "Khan!" and "Archer," lasted but our weeks, and that was four weeks more than either of those private eye potboilers deserved.

Here's a rundown of the "second season" entries still standing, on shakey ground or otherwise: 'THE SMOTHERS BROTHERS Once their "ironclad, 13-week" contract expires, Tom and Dick most likely go back to doing whatever they did in the six years after CBS dismissed them. The curious and the faithful turned out en masse to welcome the brothers back in January, but soon jumped ship when they found the old satirical fire was gone. TONY ORLANDO AND This hour's worth of muzak and attempted-comedy is posting passable ratings and stands a good chance of being renewed. If it is renewed. fILTEKS 53 1 Masts' I I acsr theunswitchaDie Before summer gets here, or so I'm told, a "Caribe" episode will make sense.

In the meantime, this cornball Caribbean cop show is barely getting by on its palm-and-sand scenery and audience "S.W.A.T," hands it. "BARNEY At its best, "Barney Miller" is the finest series of the "second season," a series with a keen eye and ear for the absurdities of big city living. Folk music, an appealing cast headed by Cliff DeYoung and a healthy respect for its characters as human beings makes this one of the nicest series to come along in years. Unfortunately, like "Barney Miller," "Sunshine" faces the 'The Waltons" and. can only survive if moved.

Karen Valentine is too much a pixie to make this series convincing that is, if it weren't whipped cream masquerading as relevant comedy to begin with. THE BOB CRANE It's virtually impossible to believe this series comes from the same folks who give us The Mary Tyler Moore Show," "The Bob Newhart Show" and "Rhoda." The premise a middle-aged insurance executive goes back to medical school sounded better on paper. Not even Crane can save it. THE The biggest hit of the "second season" is more hostility humor from Norman Lear. Aside from Sherman Hemsley's strident overacting, however, the cast is strong, and mellowing should make the show even better.

"HOT Critics have never been more wrong about a series. Though pathos, and thus more reality, has been Injected into this irreverent, stinging comedy, viewer interest, high at first, has tapered off sharply. Only the Lear track record can save it. "WE'LL GET Alan Alda's creation finds light, honest humor in normalcy, a rare thing among sitcom families nowadays. Though the cast (especially Paul Sor-vino) and the writing are very good, the series' time slot couldn't be much worse.

It's up against "Chico and the Man." THE CBS COMEDY This is a string of unsold sitcom pilots in other words, not really a series at all. More series should make that admission. credit the stars' ingratiating eagerness to please. THE MAC DAVIS See "Tony Orlando and Dawn." Many people are outraged by the early hour at which Cher is being allowed to show off her fashion designers' dream of a body and by the show's sex orientation, but many, many more people are keeping their-eyes glued to Cher, her top-flight guests and the show's opulent look. What I find offensive, though, is that this is one more semitalented performer being packaged, hyped and given a whole hour of prime time.

"S.W.A.T.": What else is left to say about this show that "obscenity" doesn't cover? The "S.W.A.T."-ers do their work so thoroughly the courts never get a chance to pamper criminals. In an upcoming episode, it's rumored, the elite squad will be given the assignment of making commuter trains run on time. This series also glorifies a vigilante-type of law and order. The series' mixed-blessing is star Robert Blake whose powerful performance makes the show seem better than it really is. UU'RH MOVING!
