KEISER, HOWEVER, is not amused by the fact that he is frequently mistaken for Ford since agents protecting the President are supposed to be as unobtrusive as possible. But there is at least one historical example of a presidential look-alike being put to use. "THE ONLY time I know of that a presidential double was used was in 1941," said Dr.

Marvin Kranz, a specialist in American history working for the Library of Congress. As Kranz tells it, in the summer of 1941, President Franklin D. Roosevelt took a train from Washington to Connecticut for a fishing trip on the yacht, "The Potomac." THE FIRST night out, however, Roosevelt secretly got off the yacht near Martha's Vineyard, and the next morning he was on the cruiser, "'The Augusta," steaming towards Argentia Bay off the Newfoundland coast. There he held an historic three-day meeting with British Prime Minister Winston Churchill that culminated in the signing of the Atlantic Charter. 'The charter spelled out the two countries' post-war aims, "A fantastic statement considering that the U.S.

was neutral at the time," adds Kranz. BUT THE morning after Roosevelt got off "'The Potomac," observers on the New England shore saw the yacht, with presidential flag still flying, cruising by. They saw a seated figure clasping a cigarette holder in his mouth and waving towards them. He was surrounded by what people assumed was a group of presidential advisers. The ruse worked.

The Roosevelt-Churchill meeting ended on August 12, but the world did not learn of the meeting or the declaration until August 14. "The Germans would have loved to know about that meeting beforehand," says Kranz. KRANZ KNOWS of no other official use of presidential doubles, and says the use of such a trick before the 1900s would have been unlikely. "Disguise is part of the 20th century mind," says Kranz, noting that no special protection was given to presidents until the McKinley assassination in 1901. "In the 19th century there was no fence around the White House, and there were regular visiting days when ordinary citizens could walk in and meet the President," he says wistfully.

Crash With Deputy Badly Hurts Cyclist An Orlando motorcyclist was seriously injured early Monday when his cycle was struck by an Orange County sheriff's deputy who was en route to an emergency call but was not using his siren, the Florida Highway Patrol said. The cyclist, identified as James T. Pittman, 27, 5252 Kempston Drive. was in serious condition at Orange Memorial Hospital Monday with leg fractures and facial cuts, a hospital spokesman said. Colonial Drive, was treated in the hospital emergency room, the spokesman said. Trooper James Byrne said Deputy C. Bruce Bowden was traveling east at an unknown speed on Sand Lake Road shortly after midnight to back up another deputy who had spotted a car that matched one used earlier in a grocery store robbery. Byrne said Bowden was using his emergency lights but not his siren. Just as Bowden passed the motorcycle, it turned in front of his car and he struck it, Byrne said.

BECAUSE BOWDEN was not using all the emergency equipment on his vehicle, Pittman was not charged with failing to yield to an emergency vehicle, Byrne said.
