Farmer Predicted Flood Damage THE DAILY MAIL, Hagerstown, Md. Wejelnettley, July im Once-Prized Cornfield Turned Into Death Valley I In Memortom 11 BERKELEY SPRINGS, W. Va. Where two weeks ago Paul Myers had i 20-acre cornfield he fondly called the "Big Bottom" he now has a junior version of Death Valley. With the topsoil washed away by recent floods, his corn plants lay on the hard-baked clay with their roots exposed.

The corn is turning brown and dying fast. Lying in the middle of his cornfield is a strip of gravel more than a hundred yards long, several yards wide and several inches deep. The gravel wasn't there two weeks ago. Although Myers' flood problems aren't any worse right now than many other farmers, he has a reason to be particularly bitter. The flooding in his field happened just the way he and other area farmers said it would last October when the West Virginia Department of Highways built a bridge nobody wanted.

Over the strenuous objections of Myers and the then county road superintendent, Stanely Cain, the culvert-type bridge that now carries Secondary Route IS over Sleepy Creek was built to straighten out the road. Cain's refusal to build the bridge eventually got him fired by former District DOH Engineer William Rannels. The new bridge was built less than 50 feet downstream from the old one which Blill stands but carries no traffic. Last October, Myers, Cain and others objected that the culverts weren't large enough lo carry large volumes of water coming down the creek in limes of heavy rain. They insisted the bridge would act more like a dam and create flooding problems upstream.

During heavy rains two weeks ago, the creek backed up behind the new bridge but flowed unimpeded through the old bridge. During two consecutive days Ihe water got high enough to rise above restraining banks. It then took a shortcut through Myers' cornfield washing away most of his topsoil and leaving gravel and other residue. Now it is little consolation to Myers to know he was right and that everything happened as he had feared. Instead he mourns the loss of "the best cornfield I know of up and down this valley." "Its bad enough losing a crop but how do you replace lopsoil," he asks grimly.

"Look at that. Hard enough to bounce a ball on," he says while kicking the hardened clay. "That was a real goad sandy loam we had down here on the "Big Bottom." The best kind of dirt for corn. Now I don't know what I can do with this land," uyi Myers who owns a 300-acre farm. Myers estimates it would take him at least 10 years to rebuild the soil with fertilizers.

In the meantime, the land's unproductiveness could cost him thousands of dollars a year. At the very minimum, eacK acre produces at least 125 bushes of corn, says Myers, and each bushel is worth a minimum of $1.40. With 16 to 20 acres rendered useless by the flood he estimates his loss at $2,000 this year and possibly that much every year while it is out of production. "But its not just the monetary loss that gels to me," says Myers. "It's the idea that folks who have lived around this creek for years tried to tell the road department it was doing something wrong.

"But they wouldn't listen to us. They said they depended on their engineers and that the culvert bridge would fake a 50-year rain. They talked about jet action with water being forced through the pipe faster than it would flow under the bridge. "Well we got a hundred-year rain and we didn't see any jet action. Didn't see much of anything except water backing up from that bridge and flowing through my cornfield." Myers says he has not yet approached DOH officials about his field but that he was informally assured last year that the state would pay for flood damages.

He was given the reassurance by State Road Commissioner William S. Ritchie when he met him at a soil conservation meeting, says Myers. Other i-oad officials have not commented on the destruction of Myers' field. William Rannels, the district engineer who built the bridge died earlier this year. However, Myers says he intends to talk lo road officials and see if he can get a settlement and a bridge capable of carrying the water.
