But it acknowledges that tens of millions of Americans are either unwilling or unable to give up the habit. For them, it offers five suggestions: 0 Choose a cigarette with less tar and nicotine. 0 Don't smoke your cigarette all the way down. Take fewer draws on each cigarette.

0 Reduce your inhaling. Smoke fewer cigarettes each day. The pamphlet advises smokers to check their brand of cigarettes for the level of tar and nicotine, listed by the Federal Trade Commission. Some brands are ranked twice as high as others in amount of such contents. Most of the tar and nicotine is in the last few puffs of any cigarette, On its suggestion that smokers use fewer cigarettes each day, the pamphlet says: "Pick a time of day when you promise yourself not to smoke.

It may be before breakfast. Or while driving to work. Or after a certain hour each evening. It's always easier to postpone a cigarette if you know you will be having one later." the pamphlet reports, and it says of the new, longer length cigarettes: "Their 'extra puffs' are really extra perils for you." Everett M. Dirksen, offered legislation to bar the Supreme Court from overturning obscenity convictions. Dirksen, the Senate GOP leader, proposed the measure as an amendment to gun-control legislation now before the Senate. MAJORITY leader Mike Mansfield, immediately endorsed Dirlsen's move, Mansfield said that Congress ought to assume the initiative in acting against obscenity rather than blame Fortas or other Supreme Court justices.

One of the complaints against Fortas was that he sided with the majority in 5-4 decisions overturning obscenity convictions. Dirksen said no one is more concerned than he is over the obscene materials being circulated, but he said "a solution will not be found by opposing the appointment of a chief justice of the Supreme Court." DIRKSEN'S amendment to legislation to ban interstate mail order sales of rifles and shotguns would strip the Supreme Court of authority to review jury findings in federal and state obscenity prosecutions. In federal prosecutions, the amendment provides that no court of the United States or the District of Columbia would have jurisdiction to review or set aside a determination by a jury on whether something is obscene. Similarly, it provides that no federal court may set aside a determination by a state court that something is obscene. The Senate judiciary committee will vote Tuesday on Fortas' nomination.

Webb, the first and only head of the nation's eight-year-old space agency, said Monday he will retire in three weeks. Webb made the announcement after a conference at the White House with President Johnson.

Accused Killer Smashes Glass Door 'Catch Me' Cuts Wrists The operators of WFTV Channel 9 will offer Tuesday to operate the Orlando television station on a nonprofit basis with its competitors for the license pending the Federal Communication Commission's final decision. Joseph L. Brechner, president and general manager of Mid-Florida Television WFTV's present owners and operators, said the company will not appeal the decision of the U. S. Court of Appeals affecting the operation of Channel 9 during extended hearings before the FCC.

THE COURT recently reversed the FCC decision which authorized Mid-Florida to operate WFTV on Channel 9 on an interim basis during the hearing. The station, Brechner said, will inform the FCC Tuesday it would participate with the five other applicants in a joint interim operation on Channel 9 in order to maintain the service for Central Florida. Competing with Mid-Florida for the Channel 9 license are Florida Heartland TV TV 9 Central 9, Comint Corp. and Orange 9 Inc.
