SUN, Wednesday, November 11, 1981 VEAIN NUTCES (412) VEAIN NUTLES (215) R.B. Snyder, 62, dies; was officer of Bethesda (Special) -Services for Richard B. Snyder, retired vice president and comptroller of the Chesapeake and Potomac Telephone Companies, will be held at 10 a.m. tomorrow at the Bradley Hills Presbyterian Church here. Mr.

Snyder, 62, died Monday after a heart attack at his home in Bethesda. He retired this year from the headquarters of the group's Maryland, Virginia, West Virginia and Washington telephone companies. He had been a vice president of the group since 1964. Born in Milwaukee, he moved to Baltimore as a child with his family and attended the Johns Hopkins University after graduating from Poly in 1936. In 1937 he began his career as a central office installer for the Western Electric Company and a short while later began repairing the same equipment for of Maryland.

He was promoted several times before being transferred to the West Virginia company in 1955. Three years later he was sent to the Wisconsin Telephone Company, where he served as a vice president until returning to Washington. A member of the Bethesda Country Club and the American Contract Bridge League, he was also active in clubs and business groups in Washington. He is survived by his wife, the former Hazel Hoover; three sons, Gregory B. Snyder, an Air Force captain stationed at the Bentwaters Air Force Base in England, Morgan D.

Snyder, of Rockville, and Edward H. Snyder, of Bethesda; a daughter, Virginia P. Campbell, of Derwood; two sisters, Lillian Harris Snyder and Betsy Powell, both of Baltimore, and a granddaughter. Fiedler, thrice-commended fire fighter A Mass of Christian Burial for Henry J. Fiedler, a retired fire fighter who was once commended for helping to capture a man who had killed a police officer, will be offered at 10 a.m.

today at St. Wenceslaus Church, Collington and Ashland avenues. Mr. Fiedler, who was 78 and lived in the 5800 block Grace avenue, died Sunday at St. Joseph Hospital after an illness of several months.

He retired in 1963 from Hose Company No. 1, on Gay street below Baltimore street, where he spent much of his 30 years in the department. The of his three commendations was awarded in the 1930s when he and another fire fighter captured a man they saw stab a policeman near the firehouse. Mr. Fiedler, a Baltimore native, was a former vice president of the Cedmont Civic Association.

He is survived by his wife, the former Rose J. Charvat; two sons, Joseph Fiedler, of Bowleys Quarters, and Henry J. Fiedler, of Fishkill, N.Y.; three sisters, Margaret Frisino and Catherine Schmidt, both of Baltimore, and Anna Kral, of East New Market; a brother, John Fiedler, of Baltimore; nine grandchildren, and two great grandchildren. Andrew Davis A Mass of Christian Burial for Andrew Davis, a retired pressman in local commercial printing shops, will be offered at 10 a.m. today at Holy Rosary Church, 400 South Chester street.

Mr. Davis, who was 86 and lived in the 2800 block Kentucky avenue, died Saturday at a nursing home after a long illness. He retired more than 10 years ago after starting to work in printing shops at the age of 16. For 35 years, he worked for Floam Press. For more than 50 years, he was a member of Local 61 of the Printing Pressmen and Assistants Union.

Though he used the name Davis, the Baltimore native's family name was originally He is survived by his wife, the former Lillian Przybylowska; a daughter, Betty F. Mecinski, of Baltimore; a son, Edward J. Davis, of Columbia; two grandsons and two great-grandchildren. R. Clark Lewis Services for R.

Clark Lewis, a retired construction superintendent, will be held at 11 a.m. today at the Cvach funeral establishment, 1211 Chesaco avenue in Rosedale. Mr. Lewis, who was 79 and had lived in Annapolis fort the past year, died Sunday at Anne Arundel General Hospital after a long illness. A resident of Rosedale for many years, he retired in 1971 from J.

Vinton Schafer, the construction company where he had worked for 35 years. Earlier, he was a carpenter for other contractors. A native of Lewisdale, in Montgomery county, he came to Baltimore to attend the old Maryland Institute on Market place, from which he graduated in 1926. He is survived by his wife, the former Laura Harrison; a daughter, Mary Carmody of Annapolis; 2 sons, Fletcher L. Lewis, of Fulton, and Richard.

Roe Lewis of Higher sewer, water fees likely for Harford county By Edna Goldberg Harford County Bureau of The Sun Harford county residents who use public water and sewer service apparently face a steep increase in their annual assessment fees or in user charges unless the county finds other ways of meeting its long-term debts. Those conclusions were contained in a comprehensive audit of the water and sewer system presented at last night's County Council meeting by Coopers Lybrand, an accounting firm. The audit said the county will need $38 million over the next 19 years to pay off its water and sewer bonds.

For fiscal 1980, the county water and sewer bond repayment fund had a $694,000 deficit and for fiscal 1981, a $155,000 deficit, the auditors said. Among the options to increase revenue offered by William Blair, a Coopers Lybrand partner, and Daniel Schultz, the firm's audit manager for the Harford county project, were: Increasing area connection charges; increasing home and business front-foot assessments; assessing a special tax for those currently using the system; using general fund resources; or selling the existing facilities to a private investor, who would then lease them back to the county. In criticizing the outdated accounting methods which the county inherited from the old commissioner government, Coopers Lybrand condemned the practice of using unspent bond money to pay debt service, and then selling new bonds at the current market interest rate of nearly 12 percent to finance future construction. The county was paying interest of only 5 percent on the older bonds. To correct that situation, the county administration last night introduced legislation transferring more than $10 million in unspent bond funds to projects that are currently under development.

Earlier in the evening, the Council held a public hearing on a proposed ordinance deleting tents from the county building code and exempting them from the $32 occupancy permit fee. The Rev. Donald McKnight, minister of the Evangelical Methodist Church in Dublin, told the Council the tent law as it affects churches was "unfair unnecessary unenforceable and unconstitutional." Essex nursing group to hold open house The Essex Community College Nursing Students Association will hold an open house from 7 p.m. to 9 p.m. November 18 on the college campus.

The open house will offer the public the chance to meet faculty and students from the college's nursing program and will feature information about nursing as a career and the associate degree nursing program as an option. State takes steps to begin annual auto inspections INSPECTIONS, from DI the board, Comptroller Louis L. Goldstein. Mr. Goldstein said he objected to the cost and inconvenience to motorists, and to the exemption of trucks from the inspection program.

But he expressed particular alarm that the public awareness campaign for what he said would be an unpopular program may begin shortly before the November, 1982, election. The board awarded the contract to Systems Control Incorporated to set up and operate the inspection stations through 1987. The company will keep $7.44 of every $9 inspection fee to pay for the facilities and operations. Transportation officials predict that four out of every five cars will pass the inspection, and the minor repairs or tuneup required of the others actually will improve car's fuel economy. Furthermore, "I think the public will favor clean air over the inconvenience of taking their car in" for inspection, predicted Thomas Widerman, associate administrator of the Motor Vehicle Administration.

DEATH NOTICES (215) Gance, 92; filmed classic 'Napoleon' Paris (AP) -Abel Gance, the cinematic pioneer of wide-screen and stereophonic sound whose 1926 classic "Napoleon" still is acclaimed by audiences worldwide, died last night at his Paris apartment, friends of the family reported. He was 92. The informants said Mr. Gance had been hospitalized since November 1 with a lung ailment at a hospital in nearby Boulogne.

His condition had deteriorated, they said, and his adopted daughter Clarisse decided to take him home last night. The film maker died a few minutes after the two returned to Mr. Gance's apartment in Paris' fashionable 16th Arrondissement, the friends said. Mr. Gance, son of a shopkeeper, was born in 1889.

He tried his hand at writing before entering the fledgling art of film making in 1911 with "La Ditue" (The Dam). Mr. Gance made another 50 films, including "Napoleon" and three different versions of Emile Zola's "J'Accuse" (I Accuse). Along the way, he earned a long list of honors and prizes, including membership in the French Legion of Honor. In "Napoleon," which recently enjoyed a successful revival in New York and other American cities, Mr.

Gance became the first filmmaker to three screens simultaneously and a camera on a moving track. The three-screen method was a precursor of modern wide-screen cinematography. Mr. Gance is also credited with introducing stereophonic sound to the movie industry. Natural history group to hold talk on caves The Natural History land will meet at 8:15 p.m.

Ashley Services for Howard M. Ashley, a retired official of a marine hardware and yacht equipment company, will be held at 1 p.m. tomorrow at the Evans funeral establishment, 8800 Harford road in Parkville. Mr. Ashley, who was 73, died Monday after a heart attack at his home in the 7700 block Old Harford road in Parkville.

He retired in 1972 as sales manager and corporate secretary of the William H. Whiting Company, for which he had worked for 50 years. Following his retirement, he served as a consultant to the company. The Baltimore native was a former member of the Cambridge, Baltimore and Maryland yacht clubs. He is survived by his wife, the former Mildred C.

Ryan; a sister, Margaret Zeller, of Ocean City; two nieces, and two nephews. The State Police have concluded that 8 to 10 percent of the cars with pollution controls have been tampered with so the controls are removed or significantly altered, according to Capt. Bruce Deihl, commander of the Automotive Safety and Enforcement Division. State law prohibts such tampering, and federal law prohibits putting leaded fuel in cars designed for unleaded fuel.

Captain Diehl said cars that have been tampered with would not qualify for the waiver even if the repairs cost more than $75. Drivers remove pollution devices to try to get improved performance, but "what a lot of them don't understand is that they can actually cause harm to the engine," and eventually causes a loss of performance, Captain Diehl said. Removing such pollution equipment also makes the car a worse polluter than earlier models not equiped with such devices, said Mr. Widerman. "The intent of this program will be to get those gross emitters of pollution off the highway," Mr.
